The bulk of the records consist of meeting minutes, covering the period 1992-2001. Historical Note

In the Summer of 1992, representatives from the Texas Department of Human Services (TDHS), Good Samaritan Center, San Antonio Metropolitan Ministry, San Antonio Housing Authority, and ADVANCE, joined together to form an interagency council to service the Westside of San Antonio. This Council was developed as a result of House Bill 7, which was a mandate to TDHS. In October 1992, it was named the Westside Service Resource Council (WSRC), and by-laws were instituted to govern its members. The WSRC was formed to enhance client access to services in the community; to increase public awareness and foster a better understanding of the service provider program issues and limitations; to serve as a vehicle to improve coordination and feedback with service delivery providers serving the same population group; and to serve as a forum to address issues.

One of the main purposes of this Council is to enhance client access to services in the community. Records of events and programs regarding community service are included in this collection. One important program coordinated by the Council is the Community Youth Development Program. Its purposes are to develop a community based plan to alleviate family and community conditions that lead to juvenile crime and, to support families and enhance the positive development of youth. A full description of this program is included in the collection. Other programs and events are orientations regarding benefits to the community such as the Food Stamp Program and Care Link (University Health System’s financial assistance program).

One of the main activities that the Council organized was the conference “My Family is my Life”, held in 1998. This was a parent conference with topics about gang and substance abuse prevention, health, community involvement, health and cultural awareness.

The Council meets on the second Wednesday of each month. Scope and Contents

By-laws, program planning and promotional materials, meeting minutes and directories document the Westside Service Resource Council from its beginning in 1992 up through 2001. The bulk of the records consist of meeting minutes, covering the period 1992-2001. Also included are member attendance sheets from most of the meetings.

The bylaws of the Westside Service Resource Council provide the researcher with an understanding of the operational guidelines of the Council and how it is organized. The collection includes drafts and official versions of bylaws from 1996-1999. In addition, a short history of the Council is included in Bylaws.

Records of events and programs document community service initiatives such as the Community Youth Development Program. Also included are planning materials and correspondence from the 1998 conference “My Family is my Life”, which was a parent conference discussing a range of health and cultural topics. The researcher will find information regarding the profile and planning of the conference, along with correspondence.

Correspondence dates from 1995-2001. As part of this correspondence, the researcher will find letters sent to KLEY Radio Station in 1999 regarding the discussion of gang related topics in a morning show. The Council sent the letters to the radio station giving some clarification and indicating some worries about what was discussed in the program.

The addition consists of meeting minutes, sign-in sheets and correspondence from 2004-2005.
