Biographical Sketch

Juan Manuel Escobar was born in Escobares, Texas, a small ranching community in Starr County, on March 11, 1950. He is a direct descendant of Jose Maria Escobar, who founded the Escobares settlement in 1753. The oldest of five children, Juan Manuel is the son of Filomeno Escobar, a career Navy veteran of World War II, Korea, and the Vietnam conflict, and the late Rosita Vera Escobar.

Juan Manuel Escobar attended school in Roma, Texas. He was president of the student council during his senior year and graduated among the top ten students in his class from Roma High School in 1969. After graduation, he enlisted in the United States Marine Corps, serving in the Vietnam conflict. He served with the 1st Marine Division in the Republic of Vietnam where he achieved the rank of Staff Sergeant. In 1970 he was wounded in action. Returning to the United States, he married the former Maria del Rosario (Rosie) Gonzalez of Rio Grande City. Afterwards, he was assigned to the U.S. Marine Corps Presidential Honor Guard in Washington, D.C. where he and his wife lived until the end of his tour in 1973 when he was honorably discharged.

Escobar and his wife returned to South Texas and the Rio Grande Valley where he worked as a Starr County deputy sheriff. He attained his Bachelor of Science degree from Pan American University in Edinburg, Texas in 1978, majoring in Biology. After graduation, he worked as an algebra teacher and football coach at Rio Grande City High School. In 1978, he joined the U.S. Border Patrol and graduated from the United States Border Patrol Academy in Glynco, Georgia in 1979. His first assignment was in Falfurrias, Texas as a Border Patrol Agent. After 6 years in Falfurrias, he rose to the rank of Senior Agent and was assigned to the Kingsville office where he served for 9 years, attaining the position of "Patrol Agent in Charge". He served as a school board trustee in both Falfurrias and Kingsville for over thirteen years. He was later promoted to Senior Special Agent with the Organized Crime Drug Enforcement Task Force, an undercover unit of the Department of Justice that specialized in illegal drug interdiction work. He retired from the Department of Homeland Security in 2003.

Juan M. Escobar sought the office of State Representative, District 43 in a special election to fill the unexpired term of the late State Representative Irma Rangel in April 2003. District 43 encompasses Kleberg, Kenedy, Jim Hogg, Brooks, Willacy, and the northern part of Cameron County including South Padre Island. He was sworn in less than four weeks before the end of the 78th Legislature. During the 78th Session, he sponsored bills originated by Representative Rangel, as well as bills authored by other legislators that impacted his constituency. He was involved in three special sessions called by the Governor during the summer of 2003. He helped pass Senate Bill 25, which created the Kenedy County Groundwater Conservation District, and amended a bill to continue the existence of the State Office of Administrative Hearings. During the 78th Legislative Session, Escobar served on the Border and International Affairs Committee, the Land and Resource Management Committee, and the Sex Offender Statutes, Select, Interim Committee. Representative Escobar ran unopposed in the 2004 primary elections as the Democratic Party candidate for District 43.

Escobar was re-elected in 2004 to serve during the 79th Legislature. During the 79th Legislative Session (January 11, 2005 - January 9, 2007), Representative Escobar authored 53 House Bills and Resolutions. Several of these bills dealt with veteran affairs, including co-authoring HCR 36 authorizing a Vietnam War Monument on the Capitol grounds, and tax exemptions for disabled veterans. Escobar’s legislative focus was on criminal matters, including punishment for capital offenses and drug-related crimes, as well as matters relating to land and resource management, such as the establishment of the farm and ranch lands conservation program, and issues relating to Tejano heritage. During the 79th Legislative Session, Escobar served on the Criminal Jurisprudence Committee and the Land and Resource Management Committee.

He was re-elected in 2006 to serve during the 80th Legislature (January 9, 2007-January 13, 2009). During the 80th Legislative Session, Representative Escobar authored 46 House Bills and Resolutions. Several of these bills dealt with veterans issues, including HR 2182, which urged Congress to support the construction of a veterans hospital in the Rio Grande Valley, and tax breaks for disabled veterans, as well as legislation concerning school finance and tuition. During the 80th Legislative Session, Escobar served on the Criminal Jurisprudence Committee, the House Administration Committee, and was the Vice Chair of the Defense Affairs and State-Federal Relations Committee.

Escobar was defeated in the 2008 Democratic Party Primary Election by Tara Rios Ybarra. In 2010 he was elected as Kleberg County Judge. Escobar and his wife have two children, Yvonne Yvette Escobar (Bonnie), and Eduardo Eden Escobar (Eddie).

Scope and Contents Note

This collection documents the activities of Juan Manuel Escobar, who served as a Texas State Representative from 2003-2009. These activities include research for bills he authored and co-authored, campaign events he attended or were sponsored by his party, gathering research materials to advocate for his constituents including on issues relating to education, healthcare and veteran rights. The collection consists of three series: Legislative Files, Campaign Files and News Clippings. These records include correspondence, drafts of bills, research literature, reports, campaign material, constituent materials, miscellaneous office files and other documents.

Legislative Files, series one, makes up the majority of Escobar’s papers and includes drafts of bills Rep. Escobar authored or co-authored during his time in office. Also included is correspondence he wrote and letters or emails he received from constituents and other representatives. There are files that containing information that he consulted in formulating policy along with press releases, sample newsletters and football program ads. The Legislative Files series is arranged chronologically starting with his first session, the 78th Legislature, as a state Representative.
