Historical Note

The Tejano Monument, Inc. of McAllen, Texas was established in 2001 as a non-profit organization whose mission was to erect a monument on Texas State Capitol grounds that honors the legacy of Tejanos. From 2001 to 2012, the Tejano Monument, Inc. worked to make the monument a reality through political lobbying, fundraising, and planning and overseeing the monument’s construction. The Tejano Monument, Inc. accomplished its mission on March 29, 2012 with the unveiling of the Tejano Monument on the Texas State Capitol’s historic south lawn. In November 2013, the corporation dissolved, shortly after donating its records to the Benson Latin American Collection.

The idea of the Tejano Monument was conceived in 2000 by Dr. Cayetano Barrera of McAllen, Texas, who noticed the absence of Tejano representation in the monuments on the Texas State Capitol grounds. Tejanos are Texans of Mexican descent whose ancestors were among the first non-indigenous people to explore and colonize Texas. They brought their culture and traditions with them, which remain central to Texas heritage. Dr. Barrera and a group of Tejano community leaders formed the Tejano Monument, Inc. in 2000 with the goal of realizing Dr. Barrera’s idea of a monument commemorating the influence of Tejanos on Texas history and culture. The Tejano Monument, Inc. Executive Board consisted of President Cayetano Barrera, M.D.; Vice President Andrés Tijerina, Ph.D., Associate Professor of History at Austin Community College; Vice President Homero Vera, editor and publisher of El Mesteño Magazine; Vice President Renato Ramirez, President and CEO of the International Bank of Commerce in Zapata, Texas; and Secretary-Treasurer Richard Sanchez, Chief of Staff for State Representative Ismael “Kino” Flores.

The Tejano Monument, Inc. advocated for legislation that would authorize the monument. With the assistance of Kino Flores, State Senator Mario Gallegos, and the State Preservation Board, the Tejano Monument, Inc. was able to get House Concurrent Resolution No. 38 passed in the Texas State House and Senate, and signed by Governor Rick Perry on June 15, 2001. HCR-38 approved the construction of the Tejano Monument on Capitol grounds, and Tejano Monument, Inc. assisted the State Preservation Board in the process of planning and completing the monument.

Over the next eleven years, Tejano Monument, Inc. endeavored to install the Tejano Monument. They selected artist Armando Hinojosa of Laredo, Texas to sculpt the bronze and granite monument. Because HCR-38 determined that the monument be entirely funded by private donations, a large part of Tejano Monument, Inc.’s efforts were concentrated on soliciting funds. They gained funding through grants, individual and corporate donations, and fundraising campaigns that included a 2001 gala and the sale of limited edition Tejano Monument statuettes. However, due in part to the efforts of Tejano Monument, Inc., in 2007 the 80th Legislature approved of the use of public funds to complete the Tejano Monument.

In addition to fundraising, planning, and supervising the monument’s construction, the Tejano Monument, Inc., with the help of United Latin American Citizens (LULAC), lobbied to have the monument placed on the Capitol’s south lawn. In 2009, the 81st Legislature passed House Bill 4114, which authorized placement of the Tejano Monument on the south lawn, and Governor Perry later signed the bill. The Tejano Monument, Inc. also raised awareness of the monument through media interviews, publications, and by collaborating with Austin Independent School District and other entities to initiate the Tejano History Curriculum Project. Finally, on March 29, 2012, the Tejano Monument was unveiled at a public ceremony attended by hundreds of visitors.

Scope and Contents Note

The records documents the activities of Tejano Monument, Inc. from the organization’s founding in 2001 to its dissolution in 2013. The collection is divided into five series: Promotional Materials and Ephemera, Records of President Cayetano Barrera, Records of the Secretary/Treasurer Richard Sanchez, and Records of Vice President Andrés Tijerina, and Oversize Materials.

The documents within each series are most often arranged alphabetically, but some are arranged chronologically due to the nature of their content. These include the correspondence, news articles, and board meeting materials. This chronological arrangement provides a greater sense of these documents’ context.

The first series,   Promotional Materials and Ephemera, primarily contains materials from the first acquisition of the collection that was donated in 2013 by Andrés Tijerina. It largely contains materials created for the March 29, 2012 unveiling of the monument, such as promotional publications, invitations, media, and a commemorative bag. Also present in this series is the seal creator used to emboss certificates of authenticity for the limited edition Tejano Monument statuettes.

The second series,   Records of President Cayetano Barrera, contains materials created or collected by Dr. Barrera during his tenure as the president from 2001 to 2013. Besides acting as President of Tejano Monument, Inc., Barrera was the chair of the organization’s Statue Committee and served on the Budget Committee. Materials related to Barrera’s involvement in the executive board and both committees are located in this series and include meeting minutes, documentation surrounding the choosing of the sculptor, the sculpting and bronzing processes, the designing of the plaques, copies of grant applications, and correspondence with donors. This series includes documents central to the corporation’s founding, such as the articles of incorporation, corporate by-laws, the certificate of incorporation, and the assumed name certificate. Correspondence includes Dr. Barrera’s communications with the State Preservation Board and LULAC regarding the monument’s location on the Capitol grounds, and copies of letters sent to state legislators. This series also includes copies of Barrera’s speeches on the conceptualization and realization of the Tejano Monument.

The third series,   Records of Secretary/Treasurer Richard Sanchez, contains documents created or collected by Sanchez in his capacity as the secretary and treasurer of Tejano Monument, Inc. Like the Records of President Cayetano Barrera, this series also contains documents central to the corporation’s founding. Notably, this series includes extensive documentation of the financial activities of The Tejano Monument, Inc., such account statements, tax returns, and treasurer’s reports. Also included in this series are corporate board meeting minutes and documentation generated during the selection of the sculptor.

The fourth series,   Records of Vice President Andrés Tijerina, contains documents that were created or collected by Dr. Tijerina in his capacity as a vice president of Tejano Monument, Inc. Dr. Tijerina was also the chair of the Fund-Raising Committee, and the subseries Fundraising includes meeting minutes and correspondence related to the committee’s fundraising activities. This series also encompasses newsletters and meeting minutes of the Tejano Genealogy Society of Austin and Sociedad Genealógica, two organizations with which Dr. Tijerina. The Tejano Genealogy Society of Austin participated in planning and hosting Tejano Monument fundraising and unveiling events.

The fifth and final series,   Oversized Materials, contains posters, copies of Hinojosa’s monument drawings, as well as a limited edition Tejano Monument statuette.
