Biographical Sketch

Robert E. Herzstein is senior partner at the law firm of Miller & Chevalier in Washington, DC. He was lead counsel to Mexico in the North American Free Trade Agreement (NAFTA) negotiations and served as Under Secretary for International Trade in the U.S. Department of Commerce. Herzstein has served as a director of the Council of the Americas, on the executive board of the American Society of International Law, and as chairman of the International Law Institute and the International Human Rights Law Group. He is a graduate of the Harvard School of Law, and was a partner with the law firms of Arnold & Porter and Shearman & Sterling.

Scope and Contents Note

The Robert E. Herzstein Records of the Mexico-U.S. Business Committee (1991-1996) are arranged in two series: NAFTA Daily Reports, and Other Documents. The first series,   NAFTA Daily Reports, are press clippings that were collected each day for use of the team working on negotiation and building political support for the North American Free Trade Agreement (NAFTA)[in Spanish, the Tradado de Libre Comercio para América del Norte (TLCAN)]. The clippings are primarily from U.S. media outlets, and fairly comprehensively cover printed newspapers and magazines mentioning any aspect of the NAFTA during the years when the political debate about it was the most intense.

The second series,   Other Documents, include "Summaries of Testimony Submitted to USTR for NAFTA Hearings" (1991) prepared by Herzstein's law firm Shearman & Sterling, as well as a set of "NAFTA Notification Documents" (1992) and various other publications. The "Summaries of Testimony" are reports and written statements from a wide variety of businesses and business groups from the hearings and investigations conducted in the U.S. into the potential effects of the NAFTA on U.S. industries. These investigations were conducted by the U.S. International Trade Commission and the Office of the U.S. Trade Representative. The "NAFTA Notification Documents" include reports from various Policy Advisory Committees on Trade for NAFTA.
