Political leader, lawyer. Born 1786; died 1838. Held office as mayor of Puebla in 1821, when he administered the oath of office to Agustín de Iturbide. Named intendente of Puebla in 1821. Served in the Congreso Constituyente of the state of Puebla and became president of its Tribunal Supremo de Justicia on December 24, 1825, a position he held through 1826. Served as deputy for Puebla to the Congreso General in 1827-1828, and in 1829 returned to the Tribunal Supremo de Justicia. Became interim governor of Puebla in December 1829, was elected deputy for Puebla to the Congreso General in 1833, and soon became minister for relaciones exteriores y interiores. Returned to the Tribunal Supremo de Justicia 1834-1837 and died in 1838.

Correspondence and documents about García y Arriaga and government and political affairs in Puebla and Mexico. Correspondence dates from 1822-1835; documents dated 1805 and 1810 certify García's baptism and education.
The papers contain several proclamations or addresses by Agustín de Iturbide, as well as a few letters about his elevation to emperor and his death; several letters about and from Lorenzo de Zavala pertaining to Mexican political affairs (two letters attributed to de Zavala are addressed to Manuel Gómez Pedraza); and four letters to García from José Manuel Herrera about Iturbide and political affairs.
Other items in the papers include an 1822 protest of the imprisonment of deputies to the national congress, an 1832 peace pact between Nicolás Bravo and Juan Alvarez, an 1832 proposal of the Zacatecan congress for the election of a new national congress, and a contemporary copy of the terms of the Mexican surrender of San Antonio in 1835.
