Dr. Mario E. Ramirez is a retired family physician who practiced medicine in Starr County, Texas for 43 years. He established the first hospital in the county at Roma in 1958, and later, as Starr County judge, helped lead the effort to build Starr County Memorial Hospital, which opened in Rio Grande City in 1975. Dr. Ramirez served as Starr County judge from 1969 until 1978. He was also appointed by Gov. Bill Clements to a term on The University of Texas System Board of Regents from 1989 until 1995. Dr. Ramirez has been honored by U.S. presidents including Lyndon Johnson, Richard Nixon, Jimmy Carter and George H.W. Bush. Dr. Ramirez also served as Vice President for South Texas Programs at the UT Health Science Center San Antonio, where he established the Med/Ed Program, which has encouraged over 2,000 students in the Lower Rio Grande Valley and Laredo to pursue health science careers.
                The Ramirez collection includes biographical materials; photographs; correspondence; diplomas and awards received; medical reference texts and journals; miscellaneous writings; addresses to students, medical societies, and community organizations; and ephemera related to the medical profession. Several addresses discuss the state of healthcare in the Rio Grande Valley during the period of 1950 - 1979.

            <head>Biographical Note</head>
            <p>
                Dr. Mario E. Ramirez is a retired physician from Roma, Texas. As a young physician who returned to his home community to practice medicine, Dr. Mario E. Ramirez played a pivotal role in bringing formal health care to Starr County, Texas. Located in the western edge of the Rio Grande Valley, Starr County is bordered by Hidalgo County (McAllen) Jim Hogg County (Hebbronville) to the north, and Zapata County (Zapata) to the west. The Rio Grande River serves as its boundary with Mexico to the south.
            </p>
            <p>
                Dr. Ramirez attended high school in Roma, Texas. He graduated in 1942 and enrolled at The University of Texas at Austin. In 1944, he accepted early enrollment to The University of Tennessee School of Medicine and received his Doctor of Medicine degree in 1948. He then accepted a mixed residency appointment at Shreveport Charity Hospital and married Sarah Aycock, a student nurse at Shreveport Children’s Hospital in 1949.
            </p>
            <p>
                In 1950, after the completion of his residency, Dr. Ramirez and his wife relocated to Roma to establish the first family practice clinic in the community. While practicing medicine in Roma, Dr. Ramirez elected to enlist in the U.S. Air Force. He and his family relocated to Tokyo, Japan where Dr. Ramirez would serve from 1955-1957.
            </p>
            <p>Following his service in the Air Force, Dr. Ramirez and his family moved back to Roma. Soon after in August 1958, he opened the first hospital in Starr County to better serve the needs of the patients in his family practice clinic. Named after his grandfather, The Manuel Ramirez Memorial Clinic and Hospital operated until 1975. Physicians, surgeons and other specialists traveled to Roma on a regular basis to meet the needs of patients who could not travel to a larger city for health care. Previously, the only hospitals had been 55 miles to the east in McAllen or 90 miles to the west in Laredo. </p>
            <p>In 1967 Dr. Ramirez, then the county’s Public Health Service Director, found himself leading the effort to aid nearly 14,000 refugees who had escaped flooding caused by Hurricane Beulah. Hurricane Beulah made landfall in the Rio Grande Valley as a major Category 3 hurricane that dumped record rainfall on the area. Dr. Ramirez and another physician cared for refugees for two days before outside help arrived. Shortly after, Dr. Ramirez received a special citation from the U.S. Surgeon General for his efforts to help his community recover from Hurricane Beulah.
            </p>
            <p>In 1969 Dr. Ramirez was appointed to the position of Starr County Judge, a role he filled until 1978. As Starr County Judge, Dr. Ramirez was instrumental in managing the construction of a new, modern hospital, and helped to create a hospital taxation district to support its operation. On February 15, 1975, the day the Ramirez Hospital closed its doors in Roma, the Starr County Memorial Hospital opened in Rio Grande City. </p>
            <p>During his career, Dr. Ramirez made it his goal to bring the needs of medically underserved Texans to the attention of several United States presidents and numerous state and federal medical organizations. Dr. Ramirez’s appointments and honors include president of Texas Medical Association (the first Hispanic to serve in this capacity), Family Doctor of the Year (announced by President Jimmy Carter), vice chairman of the Committee on Health Care of the Poor (American Medical Association), regent of the Military Medical School in Bethesda (an appointment by President Ronald Reagan), and regent of The University of Texas System (an appointment by Gov. Bill Clements) from 1989-1995 (UT Health Science Center News 2006).</p>
            <p>Motivated by the professional isolation he experienced as a country doctor and the severe shortage of health professionals in the Lower Rio Grande Valley, Dr. Ramirez proposed the creation of the Med-Ed Program during his tenure as UT Health Science Center Vice President for South Texas Programs. In the latter part of his career, Dr. Ramirez established and nurtured the Med-Ed Program. This program has inspired more than 2,200 students in the Rio Grande Valley and Laredo with the message that college and health science careers are attainable. In 2007 Dr. Ramirez celebrated his retirement from the UT Health Science Center, where Dr. Francisco Cigarroa, then President of the UT Health Science Center San Antonio, spoke of the significance of Dr. Ramirez's contributions to the advancement of medical education in South Texas, calling him "one of the greatest heroes that Texas has produced."</p>

It was owned by my father, Mr. Efren Ramirez and used extensively by him between 1926 and 1940. It produced excellent photographs. We are grateful to him because he left many photographic images of myself, my sister, and my two younger brothers. Undoubtedly this is what motivated my initial and very early interest in photography.”

With the introduction of the Nikon F cameras, Nikon was one of the leaders. These cameras were revolutionary and were soon used by amateurs as well as professionals. In 1972 the Nikon F2 and the F2 Photomic were introduced. The camera in this cabinet was used extensively in the 70’s and 80’s. It produced outstanding pictures. (Kodachrome slides as well as black and white photos). Serious digital cameras were introduced to the photography industry between 1991 and 1995. The use of 35mm single lens cameras decreased rapidly as most photographers turned to digital cameras, digital photography and the computer.”

Description from Dr. Ramirez: “In early 1960 Walter Shirra was a bright young man who aspired to be an astronaut. He was also an amateur photographer and he bought a Hasselblad 500c camera in Houston. Shortly thereafter as an astronaut he heard some space scientists discussing what they believed would be an ideal space camera. He was of the opinion that his camera fit the description, and he took it with him when he boarded the Sigma 7 Mercury Rocket Ship in October 1962. The flight achieved six orbits around the world. The camera performed perfectly and the pictures that he brought back exceeded expectations because of their clarity, sharpness, and overall beauty. NASA and the Hasselblad Company decided to work together to develop the ideal space camera. The Hasselblad 500EL was born. On July 29, 1969 astronauts Neil Armstrong and Edwin Aldrin took the camera with them on their world famous Apollo XI flight. The landing and the moon walks were duly recorded. These pictures were transmitted around the world, and the event, the astronauts, NASA and the camera became worldwide famous.”

Description from Dr. Ramirez: “The Polaroid Company is widely known throughout the world as the procedures of “instant photography.” In 1972 The Polaroid SX-70 Land Camera, was introduced to the public. Polaroid spent $240 million developing this SX-70 system, and financial problems began. In 1976 Polaroid produced more than six million cameras, and Polaroid sales topped the one billion mark. In 1986 Polaroid introduced the SPECTRA series and film and many innovations followed, but the competition from digital cameras was too great and Polaroid camera sales continued to decline. Polaroid filed for Chapter 11 bankruptcy protection in December 2008.”

My grandfather, Manuel Ramirez’s brother and wife died at a young age. Manuel built a home adjoining his own residence in Roma so that his two nieces and one nephew (Herminia, Ernestina, and Ruben) could live close by. He bought this camera for Herminia hoping that she might be able to operate a small portraiture studio in Roma. It was an Eastman View, F1 improved Mode, Century View. It has a Wolensak Volta F8 lens, and it used 5"x7” cut film.”
