Historical Note

The Texas Federal Judiciary Evaluation Committee (FJEC) Oral History Project documents the history of the FJEC, a committee created by Texas Sen. Phil Gramm to identify qualified candidates for federal judicial positions.

Shortly after his election to the U.S. Senate in 1984, Gramm tapped Amarillo attorney Wales Madden, Jr. to lead the FJEC. Madden, a former member of the University of Texas at Austin Board of Regents, sat for two interviews in 2012 as part of the Shirley Bird Perry University of Texas Oral History Project. The project ended shortly after due to his poor health. His interviews document the committee’s formation from legal experts around the state, and they discuss the committee’s impact on Texas’ judiciary. In addition, Madden’s committee files reflect the FJEC’s nature and its membership.


Scope and Contents

The Texas Federal Judiciary Evaluation Committee Oral History Project consists of digital recordings and transcripts of Wales Madden, Jr. interviews. Also included are correspondence, research, and administrative materials used by oral history project staff.

Madden’s committee files consist of documents related to committee administration, evaluation related to specific judicial offices, and news clippings reflecting committee activities.
