			<head>Biographical Note</head>
			<p>James Winwright Flanagan (1805-1887) was born in Gordonsville, Virginia and grew up
				in Henderson, Texas. He practiced law after passing the bar in 1825 and later served
				in the Texas House of Representatives (1851-52) and the Texas Senate (1855-1856).
				Flanagan was elected lieutenant governor of Texas in 1869 and served as a Republican
				in the U. S. Senate (1870-1875).</p>
