The following year he enlisted in the U. S. Army where he served in the Pacific Theater. During the war he married Woermann Gibson, with whom he had two children. After returning to civilian life, Windham was elected to the Texas House of Representatives in 1949 in the 28th District for one term (1949-1951). Following his term, Governor Allan Shivers appointed him to the Texas State Hospital Board, Windham was then appointed to the Board of Texas Department of Corrections in 1957, a position he held until 1981.</p>
