While serving as a captain in the U. S. Army Reserve, James W. “Jim” Turner (b. 1946)
earned his MBA and JD degrees from the University of Texas at Austin in 1971. As a
public servant, he has served terms as a Texas State Representative (1981-1984),
Chief of Staff and Chief Legislative Liaison to Governor Mark White (1985-1987),
Mayor of the town of Crockett (1989-1991), Texas State Senator (1991-1996), and a
member of the U. S. House of Representatives (1997-2004). During his tenure in the
U. S. Congress, Turner was a member of the House Committee on Homeland Security, the
Terrorism Subcommittee of the Armed Services Committee, and the Government
Management and Technology Subcommittee of the Oversight and Government Reform
Committee. As Deputy Minority Whip for the Democratic Party, he co-chaired the Blue
Dog Coalition, which investigated bi-partisan solutions to education, health care,
and other national concerns. After leaving Congress, Turner became senior partner at
the Washington, D. C., office of Arnold & Porter, LLP, where he is chair of
the firm’s legislative and public police practice and works with the congressional
investigations and national and homeland security practices.
Comprised of correspondence, schedules, committee meeting handouts, forms, reports,
financial and travel documents, amendment and bill information, and other documents,
the James W. Turner Papers, [ca. 1996-2004], chronicle Turner’s activities as a
congressman from Texas in the United States House of Representatives, including his
membership on the Committees on Homeland Security, Armed Services, and Oversight and
Government Reform. Topics include hearings about the September 11, 2001, terrorist
attacks; co-sponsorship of resolutions and amendments to bills, such as higher
education and healthcare legislation; the files of Elizabeth Burk and Mike Mullens;
and appropriation requests for universities, transportation organizations, and other
institutions. Additionally, speeches, legislative files, publications, and other
items document his tenure as the Deputy Democratic Whip and chair of the Blue Dog
Coalition, including information on ethics, environmental projects, prescription
reform, events in Texas, and grants, among other issues.
The personal papers of James W. Turner, such as diaries, personal correspondence,
etc., are closed during his lifetime.
