Born to Elijah and Bas-Sheva (Polsky) Werlin (or Werlinsky) near Kiev, Russia, accountant and author Jacob Baer Werlin (1877-1945) was educated in Hebrew schools and by private tutors. After moving to Houston, Texas, he became a vocal advocate of the Zionist movement, serving as Secretary of the Texas and Louisiana Zionist Federation and writing "The National Contingent Liability Plan" (1919), which proposed self-taxation of American Jews for Jewish national purposes. Additionally, he authored The Farmer's General Diary and Record, an annual cost system of farming, and The Tides and Pilots of Zionism: A Historical Sketch of Political Zionism (1940) as well as essays on Jewish issues and general topics. In 1898, Werlin married Sarah Chaasky with whom he had at least five children.
