A Guide to the General Orders, No. 11, 1865
Historical NoteMajor General Gordon Granger issued General Orders No. 11 on July 22, 1865 from his Galveston Headquarters, just over a month into his command of the Department of Texas. The Orders required Texas citizens to declare and turn over to the occupying Federal Army all state-owned books, archives, and records held in their possession during the Civil War.
