			<p>James Buchanan, Jr. (1791-1868) was the 15th President of the United States, serving
				from 1857–1861. Prior to his presidency, Buchanan represented Pennsylvania in the
				House of Representatives and later the Senate, and served as Secretary of State
				under President James K. Polk (1845-1849). </p>

			<head>Scope and Contents</head>
			<p>The letter, March 27, 1845, from James Buchanan to Charles A. Wickliffe, who served
				as President James K. Polk's special envoy to Texas in 1845, gives instructions on
				procedures to follow to effect Texas annexation. Buchanan instructed Wickliffe to
				hasten to Texas in order to urge upon the Texan authorities the desirability of
				accepting speedily the offer of annexation.</p>
