Ann Lower was Congressman Robert C. Eckhardt’s administrative staff director as well as his campaign manager from 1976 to 1980. Furthermore, she managed campaigns for Ron Wattes, Craig Washington, Debra Danberg, and Fred Hoffheinz. Following Eckhardt’s defeat in 1980, Ann Lower worked at the Consumer Federation of America (CFA), 1980-1983, 1985-1999. Robert Eckhardt also eventually worked as a lobbyist for the CFA.
Classified files and printed materials, ca. 1976-1990s, comprise the Ann Lower Robert C. Eckhardt Campaign and Legislative Issues Files, which document Lower’s activities as Eckhardt’s campaign manager and her work for the Consumer Federation of America (CFA). The collection relates to issues and activities of various Robert Eckhardt political campaigns and legislative initiatives as managed by Ann Lower. The papers document her time at the CFA and her involvement with fighting Reagan’s decontrol of natural gas. Furthermore, the collection documents Robert Eckhardt’s promotion of coal slurry as an environmental issue of national debate.
