home guard during WWII of which Watt was a member. This scrapbook includes
various medals, tests, communications, and official correspondence. The subject

<head>Biographical Note</head><p>Watt was born in Moline, Illinois, in
1898, moved to Texas the next year, and lived in the Oak Cliff section of
Dallas until his death in 1983. He was an Assistant Secretary in the investment
department of Southland Life Insurance Company and participated in many civic
activities. Watt’s stated purpose in keeping the scrapbooks--"Being a
horse-and-buggy conservative, I took a dim view of some of the events of the
mid-30s and decided to keep tab on the unprecedented actions shaping our
		  country's future."</p>
