In the 1760's Marqués de Rubí was appointed by the King Carlos III of
New Spain to complete a major inspection tour of the entire line of frontier
presidios to determine their effectiveness and to suggest new policies. Rubí's
inspection tour led to recommendations which realigned the development plans
for Spanish Texas. One result was to make San Antonio de Béxar the new capital
of Texas.
