	 <head>Scope and Contents</head><p>Letter from William Henry Seward,
		Secretary of State, to Edwin Stanton, Secretary of War, dated March 1, 1862,
		recommending Lemuel D. Evans as a confidential agent to the War Department.</p>
	 
	 <p>A lawyer, former district judge in Harrison County, Texas, and former
		member of the U.S. House of Representatives, Evans left Texas during the Civil
		War and was commissioned by Seward as a special agent for the Union,
		responsible for monitoring the movement of supplies and munitions from Mexico
		to Texas. Unable to safely reach Texas and carry out his assignment, Evans
		resigned his commission on March 3, 1963.</p>
