	 <head>Administrative History</head> 
	 <p>The National Research Council (NRC) was established in 1916 as part of
		the National Academies in response to the nation's increased need for
		scientific and technical services during World War I. It is now the principal
		operating agency of both the National Academy of Science and the National
		Academy of Engineering, carrying out most of the studies done in their names.
		Research and governmental services are executed through the Council's extensive
		committee structure, in which members serve without pay. Though the majority of
		studies are performed at the request of government agencies, the National
		Academies are private and receive no direct federal appropriations. Parties
		independent of the institution must strictly review final reports, and the
		review process must be deemed satisfactorily completed before any reports are
		released to the public. </p>
