Abstract Born in South Carolina and brought to Washington County, Texas, as an infant, Buchanan earned a law degree from the University of Texas, was justice of the peace of Washington County from 1889 to 1892, prosecuting attorney from 1892 to 1899, and district attorney from 1899 to 1906. He served in the Texas House of Representatives from 1909 to 1913, when he was elected to the United States Congress, where he represented the 10th district of Texas until his death. He was chairman of the Appropriations Committee after 1933. The collection includes correspondence, reports, financial records, legislative bills, legal documents, speeches, newspaper clippings, printed materials, notes, scrapbooks and photographs document the career of Buchanan, especially his service in the United States Congress. Buchanan family relationships and activities are reflected in the correspondence and other materials of his wife Emma Nicholson Buchanan and son James Paul Buchanan, Jr.

Biographical Note

James Paul Buchanan (1867-1937), attorney and Democrat Congressmen, was born in Midway, South Carolina to a wealthy plantation owner. Having invested heavily in slavery during the Civil War, Buchanan’s father, broke and accused of being a spy, moved the family to Texas, settling outside of Brenham in the small community of Chappell Hill in Washington County.

After graduating from the University of Texas with a law degree in 1889, Buchanan served as Justice of the Peace of Washington County from 1889 to 1892, prosecuting attorney from 1892 to 1899, and district attorney from 1899 to 1906. In 1906, Buchanan transitioned into private practice, working with several different business partners. He reentered politics in 1909, securing a seat in the Texas House of Representatives, which he held for four years.

In 1913, Buchan won a special election to fill the vacancy caused by longtime congressman Albert Sidney Burleson’s elevation to Postmaster General by President Woodrow Wilson. Representing the 10th Congressional district for the next twenty-four years, Buchanan climbed the ranks of the Democratic Party and became a respected member of the influential Texas Congressional Delegation. As Chairman of the House Appropriations Sub-Committee on Agriculture, he championed the plight of the farmer and agriculture causes, particularly efforts to combat the Pink Bollworm and Boll Weevil. In 1933, Buchanan was elevated to Chairman of the powerful Appropriations Committee. Despite being a staunch fiscal conservative, Buchanan piloted through Congress many of President Franklin Roosevelt’s New Deal Programs, including a four billion dollar lump sum appropriation, which was the largest in U.S. History at the time.

In addition to fighting for the constituents of his largely agricultural district, Buchanan steered funds to projects in Texas and his alma mater, including developing Zilker Park in Austin and the construction of the Texas Memorial Museum, the crown jewel of the Texas Centennial. Most importantly, Buchanan labored hard to see funding restored for soil conservation and flood control efforts on the Brazos and Colorado rivers, including the half finished Hamilton Dam project, which was renamed Buchanan Dam in his honor. His efforts were essential to the establishment of the Lower Colorado River Authority.

In February 1937, Buchanan died from complications due to a heart attack he suffered while working in his office. He was married to Emma Nicholson Buchanan, with whom he had one son, James P. Buchanan, Jr.

Correspondence, financial and legal documents, reports, legislative bills, subject files, casework files, issue mail, campaign materials, lists, speeches, newspaper clippings, printed materials, notes, scrapbooks, sheet music, postcards and photographs comprise the James Paul Buchanan Papers, 1881-1954, documenting Buchanan’s personal life and political career, especially his twenty-four-year tenure as a United States Congressmen from Texas.

Arranged into seven series, the papers trace the personal, professional, and political aspects of Buchanan’s life as well as the activities of his wife, Emma Nicholson Buchanan, and son, James Paul Buchanan, Jr. The Personal/Political series, 1851, 1877-1940, largely pertains to Buchanan’s professional career as an attorney prior to his election to Congress as well as his relationships with family members, friends and political colleagues. The series consists of correspondence, financial and legal documents, genealogical and biographical materials, subject files, photographs and postcards. Of particular interest are files relating to Buchanan’s efforts to ward off prohibition in Texas and the country as well as political correspondence with longtime associate C.N. Avery and Secretary of the Interior Harold Ickes. The Buchanan family members were active genealogists and were frequently contacted by others requesting information about a fabled Buchanan Estate estimated to be worth millions.

The Legislative series, 1909-1937, consists of correspondence, legislative bills, reports, graphs, maps, press releases, subject files, and government publications describing Buchanan’s legislative interests, particularly in regards to issues affecting agriculture. Additionally, Buchanan’s role as Chairman of the House Committee on Appropriations during the formative yeas of the New Deal as well as his career-long struggle to bring agricultural pest, flood control and soil erosion measures in Texas, particularly federal funding for the completion of the Buchanan Dam and establishment of the Lower Colorado River Authority, are readily apparent.

Composed of casework files, issue mail, special interest mail, general constituent correspondence and appointments, the Constituent Services series, 1910-1937, documents the interaction between Buchanan and the constituents of the 10th Congressional District. In general, Constituent Services files are labeled with a constituent’s name or legislative issue, the nature of the correspondence, and are arranged in a haphazard alphabetical order. Casework files are constituents’ requests that generally required Buchanan to act as an intermediary between a constituent and a federal agency or department. Requests include recommendations to a service academy, pensions for veterans or their family members, disability claims and transfers or discharges from the military, especially during the First World War. Inquiries about possible employment opportunities, particularly during the Great Depression and New Deal, are prevalent as well. Appointments to postmaster positions and government agencies reveal a key power of Congressional members and how a politician may reward a loyal constituent or woo a critic. Issue mail highlights constituents’ and Buchanan’s attitudes on a multitude of issues and legislation, including Prohibition, neutrality, military preparedness, agricultural issues, government spending, suffrage, old age assistance (Social Security), taxes, regulation of public utilities, the Civil Conservation Corps and legislation impacting veterans. Similar to issue mail, special interest mail relates to organizations and corporations lobbying Buchanan to vote a particular way on a specific bill, and often includes resolutions passed by the organization. General constituent correspondence generally consists of requests for various legislation, farmers’ bulletins and thank you letters. The series constitutes the bulk of the Buchanan Papers.

The Campaign series, 1910-1937, comprises correspondence, posters, speeches, flyers, broadsides, newspapers, and cards. Facing reelection every two years, Buchanan endeavored to stay aware of developments within the district, particularly as to whether he would have a primary opponent. D.C. Giddings, C.N. Avery and James P. Buchanan, Jr. often corresponded with Buchanan about campaign strategy or related news about opponents and attitudes in the district. Especially contentious campaigns occurred in 1913, 1926 and 1932.

The Media Relations and Printed Materials series, 1894-1949, contains scrapbooks, speeches, newspapers, news clippings, pamphlets, brochures, press releases, news bulletins, periodicals, and government publications often pertaining to Buchanan’s activities in Congress, local events, particularly in Brenham and Washington, D.C., or of general interest of Buchanan and his family. The series is arranged into three sub-series, scrapbooks, speeches and newspapers and printed material. Scrapbooks consist of a personal scrapbook and another devoted to the Tennessee Valley Authority, a prominent New Deal agency. Speeches contain addresses delivered by Buchanan and other political figures on a host of topics. Although not a prominent orator, Buchanan delivered key speeches on various agricultural initiatives, fiscal issues, Southern pride and nationalism. Newspapers and printed material primarily consists of newspapers and clippings relating to Buchanan or issues of interest to him, but there are several pamphlets, periodicals and bulletins received by Buchanan from a variety of individuals and organizations.

The Administrative series, 1913-1937, includes correspondence, shorthand notes, financial documents, and franking labels used by Buchanan’s longtime secretaries Elizabeth Pangle (Washington D.C.) and Eula Koller (Brenham). Some personal correspondence relating to Elizabeth Pangle can also be found in the series.

Composed of correspondence, notes, sheet music, genealogical materials, school materials, assorted printed materials, financial documents, invitations, holiday cards, to-do lists, recipes, and reports the Buchanan Family series, 1884-1956, is arranged in two sub-series, Emma Buchanan and James Paul Buchanan, Jr. Buchanan family relationships and activities are reflected in the correspondence, which is generally filed within the author’s sub-series. Of particular interest are Emma Buchanan’s activities with the Daughters of American Revolution, lists of daily tasks, and social events in Washington, D.C. An engineer and amateur radio enthusiast, James P. Buchanan, Jr.’s school records, work with the Federal Communications Commission and family correspondence reveal his interests and interaction with his mother and father.
