This collection consists primarily of the office files produced and/or collected by Ruth Ellinger, the director of the Education and Research Office of the Texas AFL-CIO from 1972-1987, and includes correspondence, memos, activity/itinerary reports, seminars, fliers, programs, reports, roll calls, agendas, speeches, resolutions and rules.

Historical Note

The Texas AFL-CIO was formed on July 29, 1957 when the Texas State Federation of Labor and the Texas State CIO Council merged. The organization, a federation of local unions and central labor councils in Texas, is a central body that represents labor interests and acts as the policy-making, educational, and legislative arm of AFL-CIO labor at the state level. Although it does not negotiate collective bargaining contracts for its members, it does serve as the voice for all Texas AFL-CIO labor in the Texas Legislature and the United States Congress. Responsibilities of the Education and Research Office of the Texas AFL-CIO included the training of volunteer union officers in labor management rights and responsibilities; liaison with public education agencies; and the operation of a union-sponsored learning center to recruit, refer and tutor union members in reading improvement and G.E.D. preparation. Ruth Ellinger acted as director of the office from 1972-1987.


Scope and Contents

This collection consists primarily of the office files produced and/or collected by Ruth Ellinger, the director of the Education and Research Office of the Texas AFL-CIO from 1972-1987. While director, Ellinger's work included training of volunteer union officers in labor management rights and responsibilities; liaison with public education agencies; and the operation of a union-sponsored learning center to recruit, refer and tutor union members in reading improvement and G.E.D. preparation. The Ellinger material not only includes her correspondence, her workshops, seminars and conferences, but also materials that were created and/or collected in the office before she became director. The bulk of collection is from her tenure.

The collection includes the following: reading files, including correspondence, memos, activity/itinerary reports, seminars, fliers, Youth Leadership Conference (YLC) info, etc., Jan. 5, 1981-Dec. 16, 1987; convention files, including programs, reports, roll calls, agendas, speeches, resolutions and rules, etc., 1900-1983; education files, including information pertaining to Summer Youth Citizenship Conference (SYCC) and YLC, 1965-1988; Political Action Handbook, Win, Voter registration program, The Coalition of Labor Union Women (CLUW) handbook and training manual, Labor study programs, etc; miscellaneous files, including agreements, by-laws 1943-53, Executive Board meetings 1969-1973, financial statements 1957-61, council reports, policy resolutions 1973-79 and 1981-83, Farah strike 1972-1974, misc. boycotts and UTA inventory lists of AFL-CIO collections; and photograph files, including YLC photos 1969-1988, convention photos 1918-1985, politicians and ceremonies in Austin, education photos of seminars, conferences, leadership schools and other meetings, awards, contests, AFL-CIO and labor personalities, community service and local unions. Movie reels are contained in 3 boxes and include 23 reels of film concerning labor. Oversized materials include 3 reels of movie film and 1 folder containing oversized photos.

There were several books and pamphlets that have been separated from the collection. A partial list includes: Duane Beeler's Union Professional-The Staff Representative in Action and Speak Up to Move Up-Public Speaking for the Union Representative; Joan McCrea's Labor Laws in Texas--A Guide to Laws Affecting Employers and Employees; William G. Phillips' Yarborough of Texas; and Stephen I. Schlossberg and Fredrick E. Sherman's Organizing and the Law. Also Women's Labor Projects' Bargaining for Equality; WGBH Educational Foundation's Made in the USA--The Untold Story of Workers in America; and Chicano Communications Center's 450 Years of Chicano History. There were also numerous pamphlets and articles used for training on topics from Aids to the Right Wing.
