Abstract: The Texas AFL-CIO was formed on July 29, 1957 when the Texas State Federation of Labor and the Texas State CIO Council merged. The organization, a federation of local unions and central labor councils in Texas, is a central body that represents labor interests and acts as the policy-making, educational, and legislative arm of AFL-CIO labor at the state level. These records constitute Series VIII of AR110: Texas AFL-CIO Records. They consist of records pertaining to the Texas AFL-CIO Committee on Political Education, the political arm of the Texas AFL-CIO concerned with political endorsements and getting out the vote. Historical Note

The Texas AFL-CIO was formed on July 29, 1957 when the Texas State Federation of Labor and the Texas State CIO Council merged. The organization, a federation of local unions and central labor councils in Texas, is a central body that represents labor interests and acts as the policy-making, educational, and legislative arm of AFL-CIO labor at the state level. Although it does not negotiate collective bargaining contracts for its members, it does serve as the voice for all Texas AFL-CIO labor in the Texas Legislature and the United States Congress. The Committee on Political Education (COPE) is the political arm of the Texas AFL-CIO and makes statewide political endorsements during conventions on even-numbered years.

AFL-CIO personalities represented in this series include:

  • James McDevitt - chairman, national COPE, 1958-1963
  • Al Barkan - chairman, national COPE, 1963-1982.
  • Don Ellinger - COPE Area 8 Director, 1951-1962, office in Austin; prior to 1957, PAC Field representative; member of United Papermakers and Paperworkers; one-time representative of ILGW; named as consultant on labor and employment to the President's Committee on Juvenile Delinquency and Youth Crime, 1962
  • Walter Gray - COPE Area 8 Director 1962-1965; member of UAW; prior to 1962, Area COPE director for Montana. Office in Dallas.
  • Sherman Miles - COPE Area 8 Director, 1965 forward; prior to 1965, Texas AFL-CIO Legislative and Political Director; active in COPE affairs; called "State COPE Director," although not an official title.
  • Jerry Holleman - Texas AFL-CIO President, 1957-1961; became Assistant Secretary of Labor for the United States, 1961.
  • Hank Brown - Texas AFL-CIO President, 1961-1971.
  • Fred Schmidt - Texas AFL-CIO Secretary, 1957-1961.

Scope and Contents

Contains correspondence, minutes, financial documents, reports, news releases, constitutions, newsletters, clippings, voting records, surveys, convention records, political campaign materials, lists, and miscellaneous printed material. The correspondence is between the officers and department directors of the Texas AFL-CIO and members of the AFL-CIO Committee on Political Education, the Texas AFL-CIO Committee on Political Education, and various COPE organizations on the local level. Included is material on the national pre-merger organizations: the CIO Political Action Committee, 1947-1953; Labor's League for Political Education, 1951-1954; and state pre-merger organizations: the Texas State Political Action Committee, 1947-1956; and the Texas Labor League for Political Education, 1950-1956. Scattered records of the Women's Activities Department of the Texas Committee on Political Education are also included. Although there is some material on the AFL-CIO's interest in legislative activities, the main thrust of the materials relates to political candidates and getting out the vote in elections.
