Historical Note

The Texas AFL-CIO was formed on July 29, 1957 when the Texas State Federation of Labor and the Texas State CIO Council merged. The organization, a federation of local unions and central labor councils in Texas, is a central body that represents labor interests and acts as the policy-making, educational, and legislative arm of AFL-CIO labor at the state level. Although it does not negotiate collective bargaining contracts for its members, it does serve as the voice for all Texas AFL-CIO labor in the Texas Legislature and the United States Congress. Delegates to annual conventions determine policy directives which are then carried out by the Texas AFL-CIO executive board and officers. The Committee on Political Education (COPE) of the Texas AFL-CIO also makes statewide political endorsements during conventions on even-numbered years.

The Education Department of the Texas AFL-CIO developed labor materials and programs for educational purposes. Programs sponsored by the Education Department included a labor law institute, a young trade unionist school, and a summer youth leadership conference. It also coordinated a scholarship program for Texas high school seniors and aided in developing educational programs on the local level.
