Historical Note

The members of Texas' 63rd Legislature convened as a constitutional convention early in 1974 to draft a proposed new constitution for submission to voters. After months of deliberating, the convention killed the proposed new constitution by a vote of 118 to 62. Winthrop C. Sherman served as a delegate to the convention.
