Abstract: The International Longshoremen's Association, Local 851, was chartered in 1898 and was one of two African-American locals in Galveston, Texas. On April 1, 1983, in compliance with an order from Federal District Judge Norman W. Black, this local was merged with three others to form ILA, Local 20. The merger capped 14 years of litigation and legal maneuvering, which began in 1969 when the Equal Employment Opportunities Commission had the U.S. Department of Justice file a discrimination suit against the ILA. Collection consists of minutes, 1967-1982, and a dedication program, 1969.
