Originally organized as the General Grievance Committee of the Texas and Pacific Railway on January 1, 1886, in Marshall, Texas, the General Committee of Adjustment was composed of one delegate from each local division of the Brotherhood of Locomotive Engineers of the Texas and Pacific Railway system. It handled grievances appealed from the local divisions and conducted all bargaining for the local divisions. The locals represented were: Local 193 of New Orleans, Louisiana; Local 187 of Fort Worth, Texas; Local 212 of El Paso, Texas; and Local 496 of Baton Rouge, Louisiana.
