Abstract: |
The Southwestern Telephone Workers Union, Local 3028, organized approximately 1937. In 1947, the members voted to join the newly organized Communications Workers of America (CWA). The local was originally CWA, Local 2003, but was renamed Local 6201 about 1950. Texas was a separate district between 1974 and 1986, and during that time the local was named 12201. Another reorganization of CWA in 1986 returned the name to Local 6201. The majority of members of Local 6201 were employed by Southwestern Bell Telephone Company or AT&T Corp., formerly known as American Telephone and Telegraph Company. The records include correspondence, memoranda, minutes, financial records, legal documents, reports, convention materials, topical files, and printed material. The records reflect the activities of the union on the local and district levels as well as limited participation on the national level. The topical files include information on bargaining, grievances, labor/management cooperation, annual conventions, and safety. The printed material includes agreements, contracts, constitutions and bylaws, booklets, brochures, bulletins, manuals, pamphlets, and newsletters. |

The first organization of telephone employees in Fort Worth was the company-sponsored Southwestern Bell Telephone Employees Association. In 1937, some of the employees of Southwestern Bell in Fort Worth organized as Local 3028 of the Southwestern Telephone Workers Union. This union became affiliated with the National Federation of Telephone Workers (NFTW) when it formed in 1939. The NFTW had organizational weaknesses, and did not survive the "divide and conquer" strategy of AT&T Corp. while negotiating a settlement to a strike in 1947. A new national union, the Communications Workers of America (CWA), organized later in 1947. The members of Local 3028 voted to join the CWA, and their group became CWA, Local 2003. The first two numbers of the local indicated it was in Division 20 of the national union. When the national organization restructured in about 1950, Texas became part of District 6, and the Fort Worth local became Local 6201. Texas was separated from District 6 in 1974. The state was designated as District 12, and the name of the Fort Worth local changed to 12201. The national CWA reorganized again in 1986, and Texas rejoined District 6. Local 12201 was
renamed Local 6201. The local originally met in a rented Southwestern Bell meeting room. To be more independent of their employer, meetings were moved to other locations. The local bought a building in 1973 at 421 S. Adams.
Most of the members of Local 6201 worked for Southwestern Bell Telephone Company or AT&T Corp., formerly known as American Telephone and Telegraph Company. Southwestern Bell was a subsidiary of AT&T. Southwestern Bell operated in Arkansas, Kansas, Missouri, Oklahoma, and Texas. CWA, District 6 is composed of these same states. Southwestern Bell was part of AT&T until 1984. Because of an anti-trust suit the U.S. government brought against AT&T, the company divested itself of the Bell subsidiaries. Divestiture ended the possibility of national negotiations between CWA and the Bell System.
The records indicate how some concerns of union members have changed over time, but others have remained constant. The minutes from 1941 record requests from telephone operators for improved ventilation, the opportunity to accept brief long distance calls while on duty, and an increase in wages. Records from the late 1970's indicate concern for changes in hours, the safety of cathode ray tubes, and an increase in wages.

The records reflect the activities of the union on the local and district levels as well as limited participation on the national level. The topical files include information on bargaining, grievances, labor/management cooperation, annual conventions, and safety. The printed material includes agreements, contracts, constitutions and bylaws, booklets, brochures, bulletins, manuals, pamphlets, and newsletters.
This collection of records for CWA, Local 6201 dates from predecessor organizations through 1996. Only a few records are from the early years. The records are more complete between 1951 and 1974. The most complete time period represented is 1974 to 1986. The records are housed in 158 folders contained in eleven legal-sized document boxes and total 4.61 linear feet. They consist of minutes, financial records, topical files, and various printed materials. The records were apparently collected by the officers of the local.
The collection is divided into five series based on the various names of the local: Southwestern Telephone Workers, Local 3028; CWA, Local 2003; CWA, Local 6201; CWA, Local 12201; and CWA, Local 6201. These five series are arranged chronologically from the oldest to the most recent. Most of the records are in the last three series, which are divided into subseries.
Series I, Southwestern Telephone Workers, Local 3028, contains a union constitution, correspondence, and an agreement with Western Electric. The records are incomplete, but the financial reports and minutes help provide information about the activities and concerns of the members of the local. The bulk of these records date from 1940-1943.
Series II, CWA, Local 2003, is limited to ledger pages showing receipts and expenses in 1949 and a 1950 agreement with Southwestern Bell Telephone.
Series III, CWA, Local 6201, is subdivided into three series: minutes, financial records, and printed material. The minutes span 1953-1974 and record the actions of the local, including bargaining, strikes, and purchasing a building. The minutes are separated into two groups, general meetings and executive board meetings. The financial records range from 1955 through 1974 and contain annual and monthly reports of expenses and revenue, federal and state quarterly employer's reports, income tax returns, and labor organization reports. The printed material dates from 1951 through 1974 and includes agreements with Southwestern Bell, bylaws of Local 6201, and miscellaneous material.
Series IV, CWA, Local 12201, is divided into four subseries: minutes, financial records, topical files, and printed material. The minutes range from 1974 through 1982 and are arranged chronologically. The financial records date from 1974 to 1980 and include annual reports, federal and state quarterly employer's reports, and income tax returns. The topical files range from 1975 through 1986, and include material concerning the 1986 annual convention resolutions committee, bargaining, correspondence to district officers, grievances, leadership, and safety. The printed material from 1977 through 1986 includes agreements, bylaws, and newsletters.
Series V, CWA, Local 6201, is divided into two subseries: topical files and printed material. The topical files are arranged chronologically and date from 1985 to 1996. The subjects include the annual convention, bargaining, labor/management cooperation, and political involvement. The printed material ranges from 1986 through 1992. It contains agreements with AT&T and Southwestern Bell, bylaws, and several different newsletters.
When the records were received, they were roughly grouped by chronological periods. The officers of the local established the topical files, and only minor changes were made to the contents of these files. Some file names were changed for clarification.
These records contain part of the story of a local in a large national union. They provide much information about the union at the local and district levels, and include limited information about the national level. Only a few records from a predecessor to the CWA and the early years of the CWA are present in the collection. The records from 1951 to 1974 are more inclusive. The series for CWA, Local 12201, 1974 to1986, are the most complete because they include minutes, financial records, files kept by the officers, and printed material. The most recent series, 1984 to 1996, lacks minutes and financial material, but provides much information in the topical files.
