Biographical Note

Representative for Tarrant County, Texas, House District 60, Place 3, 1953-1962; and state senator for Texas Senatorial District 10, 1963-1972. Kennard grew up in Fort Worth and graduated from Arlington Heights High School in 1948. He attended North Teas State University, Texas Christian University, and the University of Texas at Austin. Kennard was defeated for re-election in 1972 by Bill Meier, after Tarrant County was split into two senatorial districts.

Processing Information

The Kennard Papers were boxed and transported from the Senator's Austin office and from his Fort Worth office. The materials fell into four general catagories: legislative, campaign, newspaper clippings, and bound volumes. The numerous bound volumes were placed with the regular library holdings. These consisted of volumes of general and special laws, House and Senate journals, committee hearings, annual reports, and miscellaneous books. Copies of the Texas Legislative Manual for 1951, 1953, 1957, 1959, 1961, and 1965 were placed on the shelves in the Special Collections stacks.

The Legislative Materials for 1952-1959 were scattered among several boxes. The materials for 1961-1972 were separated according to legislative session. This division of materials into legislative session formed the basis for organizing the legislative papers. Within each chronological division, the papers are separated alphabetically according to subject with a variety of document types in each folder. The internal arrangement within the folders is chronological. There is a comparatively small amount of material for the years from 1953 through 1960. Materials for 1962 and 1964 are placed in chronological order and are alphabetized according to subject. Materials for the remaining years between legislative sessions, 1966, 1968, 1970, and 1972 were found filed with the papers from the legislative session with papers from the first half of the year filed with the previous year's session and material from the last half of the year with the following year's session. There were many inconsistencies in arrangement and subject headings. Generally these headings were maintained unless the result was too confusing. An example would be "Arlington, U. of T." filed under "A" and "University of Texas at Dallas" filed under "U." There are folders filed by subject, by bill number, and by both subject and bill number. The bill numbers represent bills introduced by others as well as Kennard. These papers represent Kennard's working office files. They were subject to constant use by a variety of people which no doubt accounts for some of the inconsistencies. Most of the materials in the most recent legislative files is correspondence to Senator Kennard. The researcher has access to a variety of opinions on the subjects represented. In some instances, the Senator's answers are included. The notation MTST written on some of the letters indicates that a form letter was dictated and reproduced in response to the letters received.

The campaign materials, although not always boxed together, were also organized chronologically by campaign year. Scattered materials were pulled together and this organization was retained. Within each campaign year, the folders are arranged alphabetically according to subject. The internal arrangement of the folders is chronological. In many instances, the folders, despite the folder title, contained a variety of materials. Where the organization was indicated, the material was put in its proper place, thereby enabling the researcher to use the material. Campaigns for the House of Representatives occur every two years. Campaigns for the Texas Senate occur every four years. Kennard was first elected in 1962. He had to run for reelection in 1964, however, because of reapportionment of the district lines and then again in 1966 at the usual time for his Senate seat. There is little material on the 1970 campaign when Kennard was reelected for another four year term. Due to another redistricting, however, Kennard was forced to run again in 1972, losing to Bill Meier.

The newspaper clippings are the third category of materials. Most of the clippings were glued and many of them were divided into a loose alphabetical and chronological order. The clippings have been divided chronologically according to years and those presently processed are separated alphabetically into subject divisions. The internal folder arrangement is chronological.

Series III. Newspaper Clippings

The newspaper clippings were sorted and arranged by subject topics and then put into chronological order within the folders. In the 1971 series there was no apparent arrangement. The 1972 group of clippings was much smaller and in folders already labeled. These were left as they were found, with the clippings put in chronological order and then the folders were arranged alphabetically. Several 1971 articles were removed from the 1972 collection and placed in their proper place. Wherever possible, subject titles correspond to those in his legislative political files. The clippings reflect the interests and activities of Senator Don Kennard.
