Administrative History

James A. Hutchins was one of eight clerks 1901-1904. From 1904-1909 he was Head of Scrap Land Sales. In 1909-1932 Hutchins became the Legal Examiner until his resignation in 1932. He lived at 3706 Cedar St and later bought a home in Hyde Park at 4310 Avenue F.

An "In Memoriam" section at the end of the 1938 Comissioners Report reads: "J. A. Hutchins entered the service of the Land Office during John J. Terrell's administration of the office, and except for a few years interruption was in the office for almost forty years. He was an experienced attorney which enabled him to render indispensible service to the office in the interpreting and compiling of laws and court decisions effecting the General Land Office. His work was outstanding in compiling in book form a complete set of land laws."

Not much could be found about J. W. McDugald except that he was the Legal Examiner from January 1903 - June 1909.

Scope and Contents of the Records

The three volumes contain legal statutes governing the granting of, sale and lease of state public lands, 1895-1917. One volume was used by J.W. McDugald in the course of his work as legal examiner of the General Land Office. The other two volumes were used by James A. Hutchins first when he was Head of Scrap Land Sales, then when he became the Legal Examiner.

Included with the typescript statutes are handwritten margin notes, references to case law, legal histories of some of land grant programs of the Republic and State, conversion notes on land quantities, and finally an index to the book combined with an index to the existing civil statutes.


Each volume begins with school land laws followed by general land laws. Towards the back there is the index, case laws, and information on State and Republic land grant programs, all in no particular order.
