Humble Oil & Refining Company was chartered in 1911 in Humble, Texas. In attempts to verify and prove land ownership and boundaries, Humble Oil acquired surveying records related to lands primarily in West Texas. The Twichell Survey Records Committee was created to manage the Twichell Records, and all surveying records held by Humble and the Committee became known as the Twichell Survey Records.

The Twichell Survey Records Committee was created to manage the Twichell Records, and all surveying records held by Humble and the Committee became known as the Twichell Survey Records.
The Twichell Survey Records Committee was created in 1959 by a legal agreement between six oil companies for the purpose of using and managing the Twichell Survey Records, jointly acquired by these companies.
The agreement determined joint ownership, stewardship, and access to the records. Humble Oil was designated custodian, and was responsible for storing and making the records available to the rest of the Committee. Records were declared confidential and access limited to those on the Committee or to those with stated permission from a Committee member. C. C. Cool, licensed land surveyor in Midland, Texas, was not a Committee member, but was given access to the records in return for his role in the acquisition of the records.
The six companies that made up the Committee were The Atlantic Refining Company; Continental Oil Company; Gulf Oil Corporation; Humble Oil & Refining Company; Mobil Oil Company; and Sinclair Oil & Gas Company.
W. D. (Willis Day) Twichell, 1864-1959, influential surveyor in West Texas and the Texas high plains area, is credited with platting 50 Texas towns and surveying 15 million acres of Texas land. He is famous for introducing cadastral surveying to Texas and for correcting many earlier faulty survey lines.
Twichell surveyed lands in over half of Texas counties, including the XIT ranch and other Panhandle and West Texas ranch lands, oil vacancies, the 103rd meridian which marks the boundary between Texas and New Mexico, numerous city plats and boundaries for organizing counties. He surveyed lands for the Capitol Freehold Land and Investment Company, Texas and Pacific Railroad, George Littlefield; and worked as a state surveyor surveying public school lands, and as a county surveyor.
Twichell was born in Minnesota and earned a master’s degree in civil engineering at the National Normal Institue in Ohio. He came to West Texas in 1885 under the employ of an immigration company to plat a county seat. Twichell then worked for William S. Mabry, a surveyor employed by the Capitol Syndicate to re-survey the XIT Ranch lands. Twichell surveyed the Yellow House Division and Spring Lakes Division of the XIT in 1886, locating fence lines and divisional headquarters, and supervising improvements such as water reservoirs. Twichell and Mabry then conducted right of way surveys for Fort Worth & Denver City Railroad in 1887, and Southern Pacific Railroad in 1888, significantly changing the Southern Pacific route.

Sylvan Sanders, 1894-1984, was a Licensed State Surveyor in Lubbock County. He was an apprentice to and good friend of W.D. Twichell. Sanders first worked for Twichell in 1912 platting the town of Littlefield, and then on the re-survey of the XIT Ranch in 1914-1916. He went on to become a respected surveyor in his own right. Sanders served in the American Expeditionary Force, 23rd Highway Engineers Regiment in France during World War I.
Licensed State Surveyor in Midland County, surveyed areas in West Texas in the first half of the 20th century. He began his career in 1900 as an assistant to Col. D. S. Woods who was then surveying public school lands for the state. Towards the end of his career, Robert E. Estes had a consulting firm called Estes and Rankin which operated out of Midland, Texas.
R. A. Estes, 1910-2003, son of Robert E. Estes, was an engineer for Humble Oil & Refining Company. He began his career as a chain carrier on surveying crews as early as 1928. In 1969 he was a Senior Supervising Engineer at Humble Oil. He served on the Twichell Records Committee.
Edgar C. Saunders, Licensed Land Surveyor and County Surveyor of Sutton County, was an active surveyor in West Texas.
Surveying sketches, cadastral maps, town and neighborhood plats, field books, field notes, correspondence, and photographic materials comprise the Twichell Survey Records. The Records document surveys of public and private land, land use and development, and the business of land surveying in West Texas from the frontier era through the settlement and oil period. Dates of recordkeeping activities are approximately 1900-1960, however, there are copies of maps, sketches, and field books from as early as 1832. Administrative records are dated as late as 1984.
Geographic coverage includes West Texas and the Texas High Plains, including 132 counties, and limited coverage of Oklahoma, New Mexico, and Arizona.
Significant documentation includes surveys of state-owned University Land and Public School Lands, Texas and Pacific Railway reservation lands, Texas and Pacific Railway lands, various town plats of Lubbock, and lands formerly part of the XIT Ranch. Records also include surveys of Littlefield lands, copies of Jacob Kuechler field books, correspondence between surveyors and clients, between surveyors and the Texas General Land Office, and photographic evidence of surveying monuments.
Maps vary widely in their coverage, style, purpose, and degree of completeness. Many maps may be more accurately called sketches or surveying sketches, as they appear to be made in the field or as short annotations used for reference when later creating maps to accompany official field notes.
Materials are not complete archives of individual surveyors, but rather business records created or compiled by the surveyors. Personal papers are not part of this collection.

A consortium of oil companies headed by Humble Oil & Refining Company collected the Twichell and Sanders Records under the auspices of the Twichell Survey Records Committee. The Robert E. Estes papers were acquired by Humble Oil. All other materials were held by Humble Oil.
The collection materials changed location several times, which is documented in the Administrative Records. The records were always owned and managed by Humble Oil and the Twichell Survey Records Committee, until they were acquired by the Texas General Land Office Archives and Records.

Ownership of records was transferred to the Texas General Land Office Archives and Records on August 25, 2010 by Humble Oil & Refining Company and the Twichell Survey Records Committee.

During processing, maps created by the General Land Office were identified and compared with GLO holdings. If found to be duplicates, with no added notations, these maps were documented and deaccessioned.
Digital copies of Maps in Series I: Twichell Records and Series II: Sylvan Sanders Records are available for search and viewing at the Archives web site, however there is no way to search within the collection of Twichell Survey Records maps.

Correspondence Series contains correspondence between Twichell and his clients, his surveyors, and the GLO. Folders also contain maps and sketches of particular land blocks or areas. Folders are labeled by Index Number range, i. e. A 1-90. Because folders contain multiple non-consecutive dates, the Box/Folder list will not contain dates. |

The Correspondence, Field Notes, Working Sketches Series intellectually places all document types together organized by County. The exceptions are Correspondence in New Mexico and records relating to T&P Railroad. |

The Correspondence follows the Committee's Index stored in Box 131. Folders contain correspondence between Sylvan Sanders and his clients, his surveyors, and the General Land Office. Folders also contain maps and sketches of particular land blocks or areas. Folders are labeled and organized by county and block or area. |
