Many of the earliest business and professional women's
clubs grew out of the Young Women's Christian Association or the YWCA.
There were, however, a number of independent business women's clubs throughout
the United States before the founding of the National Federation of Business and Professional
Women (NFBPW). The U.S. government and the events of World War I provided the catalyst for bringing
these clubs together under the umbrella of a federation.
Many of the earliest business and professional women's club grew out of the Young Women's Christian Association or the YWCA.
There were, however, a number of independent business women's clubs throughout the United States before the founding of the National
Federation of Business and Professional Women (NFBPW). The U.S. government and the events of World War I provided
the catalyst for bringing these clubs together under the umbrella of a federation.

cohesive group to coordinate identification of women's available skills and experience. A Women's War Council, financed
through a federal grant, was established by the War Department to organize the resources of professional women." " (BPW/USA website)
The YWCA organized a number of meetings and decided to found a federation
of business and professional women clubs. A representative from the YWCA traveled to
Texas to survey the existing clubs and encourage them to meet to elect delegates to
go to St. Louis July 14-18, 1919, for the purpose of founding a national federation.
Representatives from Texas business women's clubs in El Paso,
Dallas, Fort Worth, Houston, and Austin attended a meeting on July 12, 1919,
at the Adolphus Hotel in Dallas, Texas. After electing the delegates, a constitutional
committee was appointed and Dr. Minnie Maffett (Dallas) was elected president of the
Texas Federation of Business and Professional Women's Clubs (TFBPW).
Resulting from the St. Louis meeting, the National Federation
of Business and Professional Women's Clubs was formed ari July 15, 1919.
"Throughout the years, three major issues shaped BPW's legislative agenda:
elimination of sex discrimination in employment, the principle of equal pay, and the need for
a comprehensive equal rights amendment." (From the BPW/USA website)
Throughout its history, the TFBPW has worked to
expand opportunities for women in business and gain
equal rights. It was especially active in passing the Equal Rights
Amendment in Texas in 1972 under the leadership of the BPW Legislative
Steering Committee and attorney, BPW member Hermine Tobolowsky, also
known as the "mother of the Texas Equal Legal Rights." The TFBPW's "mission is to
achieve equity for all women in the workplace through advocacy, education and

The TFBPW has established many funds and scholarships
that encourage education and employment among women. The TFBPW
supports two scholarship funds, Minnie L. Maffett Scientific Fellowship Fund and the Mary
Lilyerstrom Foreign Scholarship, that give money to deserving women for the pursuit of
higher education. They also supported the state funding for the M.D. Anderson Cancer Center
and continue to support the Cancer Center through the Chloe Monroe M.D. Anderson Fund and a
scholarship (Past State President's Award).

This collection contains records of the state, district/regions,
and the local organizations. In addition, there are two cubic feet of National
organization records that pertain primarily to Texas events. It is important to
note that the state federation reorganized its districts in 2003 from fifteen
districts into seven regions.
A number of local organizations and Districts have
donated extensive files to the BPW/Texas files, including
BPW Club of Fort Worth, Inc. South Fort Worth BPW Club,
Garland BPW Club, Angleton BPW Club, Denton BPW Club,
District 11 (Fort Worth), and others. Denton BPW is located
under a separate location number.

Access to Collection:
Researchers may access the records of the Texas Federation of Business and Professional Women Monday through Friday, 8:00 am to 5:00 pm in the
Woman's Collection. The Woman's Collection is located on the second floor of the Blagg-Huey Library. All materials are
viewed in the Catherine Merchant Reading Room, and photocopies are provided at the discretion of the Woman's Collection.

together by leather strips (10"x12"x4"). Contains correspondence, pictures, news
clippings, map, post cards, tickets (both airline and production), programs (convention, meeting, and production), ribbons,
flight and ship information, and invitations to Meta Meadows from Meta Meadows' term as President of the TFBPW. The
materials are organized by month and each month begins with a page stating the month to follow, the materials cover Meta
Meadows' Presidency from a month before it began to a month after. The first item is a letter from Meta Meadows' nephew, Major
James F. Diehl, to TFBPW donating the scrapbook to TFBPW. Some news clippings refer to future projects of the TFBPW, like ERA
and women on juries. While other news clippings, especially those from the biennial convention in July 1941, describe the role of women
and BPW in the European war, most news clippings are about BPW on a local, state and national level. |

photos, news clippings, greeting cards, correspondence, notes, name tags,
post cards, periodicals, invitations, booklets, a deflated
balloon, and certificates. Margarine Beaman attended the NFBPW
convention in Milwaukee, Wisconsin in February of 1987. Also that month,
she attended the Women's Legislative Days [Conference]. She received an award
from President Reagan on behalf of TFBPW. Much of the scrapbook contains news
clippings related to the National Business Women's Week from October 19 to 25 of 1986.

|
|
|
|
|
In 1957, BPW sent Hermine
Tobolowsky to the Texas Congress seeking a bill
authorizing married women to control property separately from
their husbands. She was unsuccessful, but inspired to campaign for
a constitutional amendment granting equal rights to women. In 1963,
married women declared to have the same rights as single women and men.
This 1966 brief concerns the Last Will and Testament of Margaret Freedman and
her right to dispose of her community interest in the life insurance policies of her life. (

Beginning in 1957, the TFBPW under
the legal leadership of Hermine Tobolowsky, began a campaign that lasted
culminated with the passage of the Texas Equal Rights Amendment, also known
as the Texas Equal Legal Rights Amendment. The first Equal Legal Rights
Amendment was proposed in 1959, but was not voted on by either the House or Senate.
It was proposed at all subsequent legislative sessions until it became a law in 1972

In the mid-seventies, support for the repeal
on the Texas Equal Rights Amendment grew and groups like the Women Who Want
to be Women (W. W. W. W.) began. BPW worked to combat the actions of those against
the Texas Equal Rights Amendment with the helps of the National Federation and the League of Women voters. Individuals
like Joyce Cox and Phyllis Schlafly worked to repeal the Texas Equal Rights Amendment.

Equal Rights Amendment (National Movement) |

|
In 1923, Lucretia Mott Amendment was
proposed in the US Congress. It stated, "Men and women shall have equal rights
throughout the United States and every place subject to its jurisdiction." It was proposed
at every congress until it passed as the Equal Rights Amendment in 1972. To ratify the
amendment and make it into a law required 38 states to ratify the amendment. The National
Equal Rights Amendment never gained the 38 states needed for ratification. The Equal Rights

National Women's Conference, 1977 |

|
|
The National Women's Conference was a
large conference on women's rights that took place in November of 1977 in Houston.
It was the first convention of its size and scope since 1848. 17,000 - 22,000 people attended.
Many issues were discussed including the Equal Rights Amendment, abortion, lesbian rights,
childcare, education, rape, and minority women. Despite general agreement on most issues, the
conference ended on a sour note when the non feminist delegates walked out after allegedly not being
given a fair opportunity to express their views. Within a year of the conference, the CIS congress granted
a three-year extension for ratification of Equal Rights Amendment. (Source: Handbook of Texas) |
