In 1966, the International Center for Arid and Semiarid Land Studies (ICASALS) was created to promote Texas Tech’s interdisciplinary
study of arid and semiarid environments and the human relationships to those environments, from an international perspective. Arid and
semiarid environments encompass about one-third of the earth's land surface. ICASALS’s goal is "to stimulate, coordinate, and implement
teaching, research, and public service activities and international development programs concerning all aspects of the world's arid and
semiarid areas, their peoples, and their problems". The center is involved in and organizes various symposia, research projects,
conferences, publications, and consultations.

This collection contains records and office files of ICASALS that concern the Niger Cereals Program, which was an effort by the
Consortium of International Development (CID) and the United States Agency for International Development (AID) to help the government of
Niger increase crop production. Working with the government of Niger (GON), and AID, CID team members consisted of professors and other
professionals from Texas Tech and nine other universities that were stationed in Niamey and Maradi from 1976-1980. The goals of the project
were to give assistance and guidance to Niger in four areas: research, seed multiplication, agricultural extension, and credit and
cooperatives in order that sufficient grains could then be provided at reasonable prices to feed Niger’s population. Texas Tech was chosen
for the lead institutional role in the management, staffing, and support of this project because of faculty research experience in sorghum
and millet production which were staple foods in the diet of the population of Niger. Additional materials in this collection,
particularly the audio tapes (reel-to-reel) and cassette tapes also concern the World Affairs Conferences (1969-1971) and Symposium
files (1969); however, the bulk of the materials are related to the Niger Cereals Project.
