Abstract: The Texas Higher Education Coordinating Board's (THECB) mission is to work with the legislature, governor, governing boards, higher education institutions and other entities to help Texas meet the goals of the state's higher education plan and thereby provide the people of Texas with the widest access to higher education of the highest quality in the most efficient manner. THECB records contain correspondence and memoranda, reports and report drafts, collected data and surveys, committee records and printed material from the THECB related to the implementation of the Texas Equal Opportunity Plan for Public Higher Education, known as the Texas Plan, to desegregate public two- and four-year colleges and universities in Texas from 1983 to 1987. The Texas Plan was created to avoid federal enforcement proceedings against the state of Texas after Texas was found to be out of compliance with Title VI of the 1964 Civil Rights Act, which ordered the elimination of de jure segregation in all areas of public education. Also present are the correspondence, meeting minutes, research files and membership lists of the THECB subcommittee, the Council for Women in Higher Education. Records date 1966, 1970-1972, 1976-1997, 1999-2002, undated, bulk dating 1978-1983.

Agency History

The Texas Higher Education Coordinating Board's (THECB) mission is to work with the legislature, governor, governing boards, higher education institutions and other entities to help Texas meet the goals of the state's higher education plan and thereby provide the people of Texas with the widest access to higher education of the highest quality in the most efficient manner. Preceded by the Texas Commission on Higher Education, active 1953-1965, the THECB was created as the Texas College and University System Coordinating Board by House Bill 1 of the 59th Texas Legislature, Regular Session, in September 1965 to "provide leadership and coordination for the Texas higher education system to achieve excellence for the college education of Texas students." The agency name was changed to the Texas Higher Education Coordinating Board effective June 20, 1987 by House Bill 2181, 70th Legislature, Regular Session. Headed by a Commissioner on Higher Education, the Coordinating Board meets quarterly in Austin and is made up of nine members appointed by the governor for six-year terms. The governor also appoints the chairman and vice-chairman. No board member may be employed in education or serve on a community college board of trustees. Board members serve on the standing committees; advisory committees provide guidance to the board on various topics.

The Council for Women in Higher Education was created as a subcommittee of the THECB on May 14, 1991 by Senate Concurrent Resolution 52, 72nd Legislature, Regular Session. Its purpose was to investigate and report on the status of women in Texas higher education from students to faculty and staff, and also to propose solutions for any shortcomings discovered in the course of their research.

Overall dates of the records are 1966, 1970-1972, 1976-1997, 1999-2002, undated, bulk dating 1978-1983. Records include correspondence and memoranda, 1977-2000; drafts of the Texas Plan at various stages and in various states of annotation and completion, 1979-1989; database printouts and returned Office of Civil Rights surveys from various Texas public two- and four-year universities and colleges showing courses offered, the ethnic and racial makeup of the student body, faculty and staff, and black and Hispanic enrollment figures, 1972-1989; reports, working papers and position papers on desegregation, the Adams case, possible Texas responses to the federal government's opening of enforcement proceedings, and minority financial aid and retention, 1977-2001; and Annual Narrative Reports on the progress of the Texas Plan's implementation. Other reports are on the implementation of improvements to Texas Southern University and Prairie View A&M University campuses, financial and budget information, promotional literature, and in-house reports on admissions, retention and student life from Texas Southern University and Prairie View A&M University, 1976-2001. Printed materials include photocopied Higher Education Daily newsletters, popular news articles, and op-eds on the Texas Plan and the state of Texas' historically black universities, 1971, 1977-1983; and correspondence, meeting agenda, minutes and membership lists from various committees linked to the THECB, 1983-1985, 1992-1993 and 1999-2001.

The Council for Women in Higher Education material consists of correspondence, meeting agenda and minutes, collected reports, studies and surveys, and subcommittee meeting agenda, minutes and membership lists, 1991-1992, 1994.

Individuals represented in the collection include Kenneth Ashworth, THECB commissioner; Terrel Bell, United States Secretary of Education from 1981 to 1985; Bill Clements, governor of Texas from 1979 to 1983 and 1987 to 1991; Mark White, Texas attorney general from 1979 to 1983 and governor from 1983 to 1987; Ann Richards, governor of Texas from 1991 to 1995; and Wilhelmina Delco, Texas state representative from 1975 to 1995.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
