The Texas State Board of Examiners in the Basic Sciences issued certificates of proficiency to qualified candidates in the basic sciences before licensing examinations for the practice of medicine, osteopathy, or chiropractic could be taken. The Basic Sciences Act was passed by the 51st Texas Legislature in 1949. The act required that a certificate of proficiency in the basic sciences be obtained from the State Board of Examiners in the Basic Sciences before licensing examinations for the practice of medicine, osteopathy, or chiropractic could be taken. The basic sciences were defined as anatomy, physiology, chemistry, bacteriology, pathology, and public health and hygiene. Certification was obtained through examination, waiver, or reciprocity.
Requirements of this act were carried out by the State Board of Examiners in the Basic Sciences. The Board consisted of six members appointed to six-year terms by the Governor. Board members could not be licensed or practicing practitioners of the healing arts. Instead, they were to be instructors or professors at colleges or universities (not in medical school branches) in good academic standing. The Board was abolished in 1979 by the 66th Legislature. Basic science licensing requirements were transferred to the Texas State Board of Medical Examiners for medical and osteopathic doctors, and the Texas Board of Chiropractic Examiners for chiropractors. The records of the Board were transferred to the State Board of Control (Purchasing and General Services Commission), with certificate books at some time transferred to the State Board of Medical Examiners.

Agencies, varying eds., agency statutes, and the records

The Texas State Board of Examiners in the Basic Sciences issued certificates of proficiency to qualified candidates in the basic sciences before licensing examinations for the practice of medicine, osteopathy, or chiropractic could be taken. Records consist of
minutes, meeting files, correspondence, and certificate books, ranging in date from 1948 to 1979.
Minutes, 1949-1979, cover the entire existence of the board, from its first meeting on July 30, 1949, through its last, August 22, 1979.
Meeting files, 1967-1979, are working files for the board's meetings. They are foldered by meeting date, and contain copies of the current and previous meeting minutes, letters, or memoranda pertaining to meeting topics, applications or requests from individuals wishing to obtain certificates through waiver or reciprocity or asking permission to retake the exams, and some routine financial materials.
Correspondence, 1948-1979, is subdivided into two main groups - board members and other correspondence. The board members correspondence dates from 1958 to 1979 and consists of letters to the board, board members personal files, and files of non-board meetings. Personal files contain incoming and outgoing letters, memos, and notes, generally between the board member and the board's executive secretary. Letters to the board files contain internal memoranda informing members of issues and upcoming meetings.
The other correspondence dates from 1948 to 1979 and consists of correspondence and other materials from Texas colleges and universities, professional boards and associations, and out-of-state Basic Science Boards. Materials include incoming and outgoing letters, brochures, pamphlets, journals, lists of examination questions, forms, questionnaires, and proceedings from national meetings.
Certificate Books, 1949-1979, are chronologically arranged, giving the name and address of those receiving certificates, and when and how (by examination, waiver, or reciprocity) the certificate was granted.
Miscellaneous files, 1973-1978, are records from the Personnel Office of the Board of Examiners in the Basic Sciences. Records concern some legislation, regulatory review practices, Sunset procedures, surveys, physician's college courses, and personnel policies. Types of materials include copies of bills, correspondence, reports, policy statements, memoranda, and program evaluations.
