The first Committee on Game and Fisheries was appointed on January 13, 1905. In 1965,
it was superseded by the standing Committee on Parks and Wildlife. Many of the
functions and activities of that committee were later vested in the standing
Committee on Natural Resources, created in 1973.

On April 12, 1937, the Committee on Game and Fisheries appointed a three-member
subcommittee to investigate tidewater drilling operations in Louisiana. This inquiry
was prompted by the introduction of House Bill 657, aimed at regulation of drilling
in the tidewaters of the Gulf of Mexico. The subcommittee report, issued May 22,
deduced that the loss of revenue from leases of public school lands in tidewater
areas would be more damaging than the pollution resulting from exploration.

Scope and Contents of the Records

The Texas House of Representatives Committee on Game and Fisheries was one of the
standing committees of that body from 1905 to 1965, having jurisdiction over all
matters relating to the propagation and preservation of game and fish within Texas,
and to the development and regulation of the fish and oyster industries on the coast
and inland waters of the state. Records of the committee are a letter from its
subcommittee charged to investigate tidewater drilling operations in Louisiana, and
the subcommittee's report on House Bill 657 and pollution in the tidewaters of the
Gulf of Mexico, both dating 1937. The letter, written by a single subcommittee
member, expresses concern that the investigation was inadequate due to the limited
time allowed, and that the potential for pollution of coastal waters by tidewater
drilling operations remained unknown. The full subcommittee report acknowledges the
possibility of such pollution, but states that rules and regulations already in
place to prevent pollution caused by tidewater oil drilling operations were
sufficient in light of the monetary benefits to public education funding by leasing
and developing inland waters designated as public school lands. The report
recommends a fuller investigation before drafting legislation concerning regulation
of tidewater drilling.

To prepare this inventory, the described materials were cursorily reviewed to
delineate series, to confirm the accuracy of contents lists, to provide an estimate
of dates covered, and to determine record types.
