Records of the committee consist of two volumes of reports and transcripts of testimony, dating 1915.

Agency History

The Texas Senate Penitentiary Investigating Committee was created by Senate Simple Resolutions 39 and 41 (34th Texas Legislature, 1st Called Session) in 1915, to investigate the affairs of the Texas Prison System. The committee was composed of five senators and their investigation lasted two months, with committee members visiting all of the farms, camps, and prisons in the system. The committee examined the business and financial transactions of the prison system and employed a special accountant to survey the prison finances and make an efficiency report. The committee also heard testimony from prisoners on alleged abuses, other complaints, and their health care, and then addressed the same issues with prison wardens, guards, and physicians. The committee presented a written report with recommendations to the Senate on September 2, 1915.

Scope and Contents of the Records

The Texas Senate Penitentiary Investigating Committee was created by Senate Simple Resolutions 39 and 41 (34th Texas Legislature, 1st Called Session) in 1915, to investigate the financial and managerial affairs of the Texas Prison System. Records of the committee consist of two volumes of reports and transcripts of testimony, dating 1915. An additional duplicate of the first volume lacks copies of Senate Simple Resolutions 39 and 41 (34th Texas Legislature, 1st Called Session, 1915). The first volume includes a general report by the committee on their findings with data and specific recommendations, and a personal name index to the witnesses. Over 800 pages of testimony from sixty-nine witnesses is contained in both volumes. The special accountant's report on the prison system's finances is located in the last half of the second volume.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
