Agency History

The Texas House of Representatives Committee to Investigate Bribery Charges against
Representatives Dale and Moore was a special committee created by a Simple
Resolution of the 40th Texas Legislature, Regular Session, passed on February 3,
1927. The committee was responsible for investigating a criminal complaint of
bribery against Representatives Francis A. Dale and H.H. Moore, who were accused of
soliciting a bribe from the Texas State Optometric Association in return for killing
a bill that they had introduced that would have put a special occupation tax on
optometrists. The House immediately appointed a committee upon the arrest of
Representatives Dale and Moore. The committee of nine members held public hearings
and heard testimony from the Speaker of the House, the arresting officers from the
Texas Rangers, an officer of the Texas State Optometric Association, and the two
members charged. The committee submitted a report to the House stating that the
charges were justifiable, that the conduct of Representatives Dale and Moore
rendered them unfit to sit in the House, and that the committee recommended they be
expelled and their seats declared vacant. The House adopted the report and expelled
the two representatives on February 8, 1927. Dale was re-elected to the same
district seat in 1930 and served again in the 42nd Legislature.
