consisted of the Texas Air Control
Board, the Texas Industrial Commission, the Railroad Commission of Texas, the
Texas Highway
Department, the Texas Parks and Wildlife Department, the Texas Soil and Water
Conservation
Board, the Texas Water Quality Board, the Texas Water Rights Commission, and a
representative of the Texas Governor's Office. Records are a 1969 program
guideline
for a comprehensive
coastal resources plan for the Texas gulf coast region; reports, 1970-1973,  on
Texas coastal zone resources including
water, minerals, wildlife, health issues, waste management, the impact of
electric power stations, transportation, tourism and recreation, and the
creation of a hydrologic data bank; and a 1977 final report
of the agency's Mitigation Committee concerning the minimization of negative
environmental impact by public and private development projects.</abstract>

		<p>The Interagency Council on Natural Resources and the Environment, before
1972 known as the Interagency Natural Resources Council, 
served to
coordinate the environmental stewardship of several state agencies and
consisted of the Texas Air Control
Board, the Texas Industrial Commission, the Railroad Commission of Texas, the
Texas Highway
Department, the Texas Parks and Wildlife Department, the Texas Soil and Water
Conservation
Board, the Texas Water Quality Board, the Texas Water Rights Commission, and a
representative of the Texas Governor's Office. Staff was provided by the 
Division of
Planning Coordination within the Governor's Office. The council was
directed by the 62nd Texas Legislature to work with appropriate state agencies
to delineate their role and responsibilities in establishing a comprehensive
policy concerning coastal lands. The Legislature also directed the council to
investigate the feasibility of applying procedures of resource analysis
developed by the Coastal Resources Management Program (a comprehensive study
done by the Division of Planning Coordination of the state's submerged lands,
beaches, islands, estuaries, and estuarine areas) to other areas of the state.
The council met in open session at least once every quarter and reported
