The purpose of the Texas Council on Vocational Education was to cause to be established a climate conducive to the development of technical, vocational, and manpower training in educational institutions in the state of Texas to meet the needs of industrial and economic development of the state. Originally called the Advisory Council for Technical-Vocational Education in Texas, the council was organized on March 4, 1969, under authority of the Vocational Education Amendments of 1968 and the State Technical-Vocational Act of 1969. The council was responsible for planning, recommending, and evaluating educational programs in the vocational, technical, adult education, and manpower training areas at the state level in the public secondary and post-secondary educational and other institutions. The State Board of Education and other appropriate boards or agencies were to act upon these matters after receiving recommendations from the council, except as may be precluded by the constitution or the laws of the state of Texas. The council performed only such functions as were enumerated in the law and those that were assigned by the Legislature, Governor, or state board. It was the primary function of the council to recommend the coordination and implementation of programs of occupational and technical education to the State Board for Vocational Education. The council was led by an executive director.
In response to the call by House Bill 72 (68th Texas Legislature, 2nd Called Session, 1984) for the development of a master plan for vocational education, the Advisory Council for Technical-Vocational Education in Texas moved in new directions in its key provisions in the master plan. The plan was formulated to integrate into academic subjects the teaching of computer and literacy skills, modify academic courses to teach an awareness of career opportunities, offer technology and life skills management, improve cooperation between special education and vocational education, and divide Texas into regions for planning, developing, and implementing programs. The council observed that education has become the critical link with future technology and future jobs, therefore, the role of vocational education is crucial in expanding the economic base.
Renamed as the Texas Council on Vocational Education in 1987, the council was later consolidated along with several other agencies into the Texas Council on Workforce and Economic Competitiveness by the 73rd Texas Legislature in 1993.
