Abstract: The Current Events Photographic Documentation Program was established in 1969 at the Texas State Archives to create a visual record of Texas state government for the citizens of Texas. This collection of images captures the duties of the Legislature, Governor, and state agencies, and document the public buildings of Texas. Collection images were created by contract photographers Bill Malone and Bill Kennedy for the Texas State Archives, beginning in 1969 until the program ended on August 31, 1995. Photographic materials include gelatin silver prints, 35mm, medium and large format negatives, color transparencies and color slides, along with correspondence and memos from the program's later years.

Agency History

The Current Events Photographic Documentation Program at the Texas State Archives was created after a special committee composed of nine members of the Texas Legislature was directed to make a study of the feasibility of establishing a state department of photography (Senate Concurrent Resolution 114, 62nd Legislature, Regular Session). The purpose of the program was to document for the citizens of Texas the major activities of state government as they occurred and make these images available to officials, departments and state agencies. The result was a visual record of government at work and of government officials performing official duties. The criteria and guidelines for the program specified five areas of interest: legislative activities, governor's activities, agencies' activities, official portraits, and buildings and grounds. Funding was allocated to hire a photographer for the program, with all rights for the images remaining under the control of the Texas State Archives. In 1969, local Austin photographer Bill Malone was hired as the contract photographer for the program. Malone photographed the administrations of governors Preston Smith through Ann Richards, along with various other state officials and events before retiring in 1991. The contract was then won by local commercial photographer Bill Kennedy, who photographed Governor Ann Richards and Governor George W. Bush, along with the Texas State Capitol extension project, until August 31, 1995, when funding was diverted elsewhere and the Current Event Photographic Documentation Program ended.

Biographical Sketch of Bill Malone

Photographer Bill Malone (1924-2000) was born on August 31, 1924 in Paris, Texas. During World War II he served in the 17th Photo Lab, which was attached to the 449th Bomb Group stationed in Saipan. Upon returning to Texas, he studied at Paris Junior College before moving to Austin, where he attended the University of Texas and earned his bachelors degree in business administration. While attending UT, he worked as a photographer for the Austin American-Statesman. Following his graduation, he worked for Union Carbide in Texas City, Texas, for two years before moving back to Austin and establishing a commercial and portrait studio in 1953. Malone began to win state contracts to photograph public events and state officials surrounding the Capitol.

In 1969, Malone became the official photographer for the Texas State Archives' Current Events Photographic Documentation Program and began photographing regularly the duties and celebrations of governors, the legislature and state officials. During his career, Malone photographed the administrations of Beauford Jester through Ann Richards. In 1981, flooding in Malone's studio destroyed all negatives he had taken during the terms of governors John Connally, Price Daniel and Allan Shivers. Malone was forced to retire in 1991 due to failing eyesight. He donated his commercial work to the Austin History Center while work created for the state remained at the Texas State Archives. He died on September 18, 2000.

Biographical Sketch of William Joseph Kennedy

Photographer William Joseph Kennedy was born in 1951. Kennedy received a bachelor's degree in photojournalism from the University of Texas at Austin in 1974. He was a staff reporter and photographer for The Brownsville Herald until 1975 when he began his teaching career at James Pace High School in Brownsville. In 1981 he received a masters degree in curriculum and instruction from UT and began teaching at St. Edward's University, where he is a tenured Professor of Photocommunications. Kennedy has published multiple articles about photography, given lectures and workshops, and exhibited in both solo and group exhibitions. His work is held in the collections of various museums, including The Photography Collection, Humanities Research Center, UT at Austin, The Museum of Fine Arts in Houston, Texas, the Museum of Contemporary Photography in Chicago, Illinois, and the National Portrait Gallery in Scotland.

Kennedy began photographing for the Current Event Photographic Documentation Program after winning the state bid for the contract in 1991. He photographed the administration of Governor Ann Richards and early months of Governor George W. Bush's administration, along with various other social and political activities that occurred on the grounds of the Texas State Capitol. During his time as the program's photographer, he documented the Texas State Capitol renovation and extension construction, a three-year project that resulted in over 3,000 negatives of the Capitol building. These images feature scenes of the pre-renovation spaces in the statehouse; the demolition, renovation, and restoration; and the creation of the underground extension. Selected large format images of Kennedy's Capitol project work were showcased at the Bullock Texas State History Museum in Austin, in the exhibit Views of the Capitol: 125 Years in the Making, which ran from May to December 2013.

Scope and Contents of the Collection

The Current Events Photographic Documentation Program was established in 1969 at the Texas State Archives to create a visual record of Texas state government for the citizens of Texas. This collection of images captures the duties of the Legislature, governor, and state agencies, and documents the public buildings and grounds of Texas. Collection images were created by contract photographers Bill Malone and Bill Kennedy for the Texas State Archives, beginning in 1969 until the program ended on August 31, 1995. Photographic materials include gelatin silver prints, 35mm, medium and large format negatives, color transparencies and color slides, along with correspondence and memos from the program's later years. Select negatives from the collection are housed separately from prints for preservation purposes.

Criteria and guidelines for program coverage divided the images into five categories: legislative activities, governor's activities, agencies' activities, official portraits, and buildings and grounds. Within the legislative activities, images record floor meetings in the Texas Senate and House of Representatives, official legislative hearings and speeches, along with ceremonies for state government officials and employees. The bulk of the material follows the governor's activities, and includes the administrations of Preston Smith, Dolph Briscoe, William Clements Jr., Mark White Jr., Ann Richards, and George W. Bush. Governor's activities include inauguration activities and official state of the state addresses, along with various other public dedications, events, and celebrations in Austin, Texas. Agencies' activities include various state functions and events held at or in honor of a particular state agency. Visual records of the interior and exteriors of the Texas State Capitol building, the Governor's Mansion, and various other state buildings such as the Texas Supreme Court, Texas State Library and Archives Commission and Texas State Cemetery, can be found in buildings and grounds.

The Texas State Archives operated the Current Events Photographic Documentation Program to record events involving the Governor, the Legislature, and at the Capitol building. The first accession was received in November 1969 from Bill Malone, the last in late 1995 from Bill Kennedy. Over 1360 accessions of photographic materials were received as part of the Current Events Photographic Documentation Program. Manuscript materials were transfered from John Anderson to the Texas State Archives on May 27, 2015.

The photographs in this series were created by Bill Malone as a contract photographer working for the Current Events Photographic Documentation Program within the Texas State Archives. Malone photographed the administrations of Governors Preston Smith, Dolph Briscoe, William Clements, Mark White, Jr., and Ann Richards, along with legislative activities from the 61st to 72nd legislative sessions, including the Constitutional Convention of 1974. Images date from 1969-1991, bulk 1973-1975.

Guidelines for the Current Events Photographic Documentation Program specified visual documentation of buildings and grounds to include significant changes to the Texas State Capitol building, Capitol Complex, Governor's Mansion, and state buildings outside the Capitol Complex. Also included are politically and socially significant activities that occur in and around the Capitol or other state buildings. The majority of the images document interior and exterior details of the Texas State Capitol, including the renovation and extension construction from 1991 to 1993, the Governor's Mansion, the Texas Supreme Court, and the Texas State Cemetery. Social and political events held at the Capitol include Mexican-American celebrations, a Ku Klux Klan rally, Diez y Seis de Septiembre festival celebrations, and the 125th anniversary celebrations of the 24th Infantry, also known as the Buffalo Soldiers. Images dating 1991-1994, bulk 1992.
