         <head>Agency History</head>
         <p>Prior to 1958, the Texas State Constitution forbade the use of state
		  funds to attract immigrants, including tourists. Despite this fact, tourism
		  emerged in 1950 as the state's fifth largest industry. When it was later
		  discovered, however, that Texas's tourist industry was declining while tourism
		  spending in the U.S. was growing, a 1958 constitutional amendment was passed
		  that allowed the use of tax money to attract visitors (Senate Joint Resolution
		  4, 55th Legislature, Regular Session; Texas Constitution, Article XVI, Section
		  56). In 1963 the state's first tourist advertising budget was allocated, and
		  the Texas Tourist Development Agency was established (House Bill 11, 58th
		  Legislature, Regular Session). </p>
         <p>An administrator and board were both appointed by the governor, the
		  administrator to serve during the governor's term of office, and the board to
		  serve staggered six-year terms. The agency was organized into three committees:
		  Advertising; Legislative Affairs; and Research, Development, and Special
		  Projects. The agency's goal was to increase Texas's share of the national
		  tourist market. To this end, it encouraged the development of new tourist
		  attractions and facilities and advertised and promoted existing tourist
		  attractions. In addition, it promoted a responsible and accurate national and
		  international image of Texas through advertising and public relations.</p>
         <p>The Texas Tourist Development Agency coordinated the efforts of
		  several state agencies in tourism matters. It cooperated with the Texas
		  Department of Transportation, the Texas Parks and Wildlife Department, and
		  other agencies. It provided consultant assistance to communities in creating
		  tourism programs and published a monthly newsletter.</p>
         <p>In 1965 the agency expanded and, beginning in 1967, it sponsored a
		  $12,000 touring exhibit on Texas: <emph render="doublequote">Texas for a World of
		  Difference.</emph> It participated in HemisFair '68 and sponsored the Texas
		  Arts and Crafts Fair in Kerrville. Throughout its existence, it sponsored at
		  least 19 tours for travel writers, editors, and agents that resulted in
		  international publicity. In 1969 the board was expanded to nine members and
		  given control and management of the agency. The board hired an executive
		  director to administer the agency (House Bill 792, 61st Legislature, Regular
		  Session). </p>
         <p>Texas was the first state to use national opinion polls and
		  motivational research to develop tourism advertising. Belden Associates opinion
		  polling firm of Dallas conducted in-depth interviews. The national Gallup Poll
		  supplemented this research with quantitative data. The research determined that
		  Americans had misconceptions about Texas, believing that it was largely a
		  desert inhabited by cowboys and oilmen and that it was without appealing
		  vacation attractions such as inland water, beaches, forests, mountains,
		  historic sites, and cosmopolitan cities. In response to this, the agency was
		  able to promote Texas's cultural diversity, pleasant climate, abundant water,
		  good accommodations, and sophisticated activities in radio, television,
		  newspaper, and magazine advertising.</p>
         <p>In 1987 the Texas Tourist Development Agency became part of the Texas
		  Department of Commerce, which was established that year (House Bill 4, 70th
		  Legislature, Regular Session). A decade later, in 1997, the Texas Department of
		  Commerce was abolished and all functions were transferred to the newly created
		  Texas Department of Economic Development (Senate Bill 932, 75th Legislature,
		  Regular Session).</p>

         <head>Scope and Contents of the Records</head>
         <p>Texas Tourist Development Agency audiovisual material includes
		  photographic slides, transparencies, and negatives in various formats,
		  photographic prints, videotape, motion picture film, and audiotape. The
		  material dates from ca.1963 through 1987 and documents the activities of the
		  Texas Tourist Development Agency and its work to increase the state's share of
		  the national tourist market using a variety of mass media. </p>
         <p>Two series, <emph render="italic">Transparencies</emph> and
		  <emph render="italic">Photographic negatives</emph> are composed largely of
		  stock images, but also include information about how the agency put together
		  print advertising and created advertising campaigns, and reveal how the agency
		  wished to visually portray Texas. They contain images of tourist attractions
		  and accommodations; outdoor scenes and recreational activities; cities, towns,
		  and historic buildings; and festivals and cultural events, including the Texas
		  State Arts and Crafts Festival; and print advertisements. Slides that appear to
		  be from slide presentations document the agency's advertising research,
		  strategies, and campaigns. Images of tours for travel writers, editors, and
		  agents found in the <emph render="italic">Photographic negatives</emph> series
		  are of particular interest. </p>
         <p>
            <emph render="italic">Moving image material</emph> and
		  <emph render="italic">Audio material</emph> include 10-, 30-, and 60-second
		  Public Service Announcements (PSAs) for television and radio, and elements that
		  were assembled to create these PSAs, including music, jingles, and voice overs.
		  Campaigns represented include: 1978 PSAs; Come Live the Legend (1981); Try a
		  Different Point of View (1982; promoted in-state vacations); 1983 PSAs (Arriba!
		  Texas; and Point-Counterpoint); 1984 PSAs; 1985 PSAs; Have a Big Time in Texas
		  (1986); and Another Big Time in Texas (1987). Subjects covered include the
		  Texas Sesquicentennial. </p>
         <p>Additionally, the series <emph render="italic">Moving image
		  material</emph> contains films produced by and for the TTDA and others. Titles
		  include <emph render="italic">Waterways to Adventure</emph>, produced for the
		  Boating Trades Association of Texas, <emph render="italic">The Broken Bow
		  Story</emph>, <emph render="italic"> See More of America When There's So Much
		  More to See</emph>, <emph render="italic"> Texas--The State that Means
		  Friendly</emph>, and <emph render="italic">Welcoming International Visitors to
		  the United States: A Two Part Film</emph>.</p>

            <scopecontent>
               <p>Thirty-five mm slides, 2 1/4 inch transparencies, and 4x5 inch
				transparencies document the activities of the Texas Tourist Development Agency
				and its work to increase the state's share of the national tourist market. This
				series also illuminates the process the agency used to create print and other
				advertising campaigns. </p>
               <p>The exact dates of the items are not known. The slides and
				transparencies were received in transparent sleeves held together in three-ring
				binders. An inventory of the slides existed at one time but was not received by
				the Texas State Library and Archives Commission. The items were grouped in
				units each identified by a three or four digit number, or, in three cases, by a
				letter. The order of the items in the binders was maintained. In many cases,
				the name and number of the unit was written on the slide mount or on stickers
				stuck to the sleeves. These names and numbers have been used wherever possible.
				In some cases, descriptions of the images were written on the slide mounts.
				Twenty-five images did not appear to be included in any of the units, so they
				were assigned number *100. </p>
               <p>Units 0101 through 0800, F, H, I, and *100 include images of
				tourist attractions and accommodations; outdoor scenes and recreational
				activities; cities, towns, and historic buildings; and festivals and cultural
				events, including images of the Texas State Arts and Crafts Festival, which the
				agency sponsored. These items reveal how the agency wanted to visually portray
				Texas in print advertising. Units 0900 and 1200, which contain images of print
				advertisements and slides that appear to be from slide presentations, document
				the agency's advertising research, strategies, and campaigns. </p>

               <p>Approximately 1608 negative images, including 35 mm and 2 ¼ inch
				black and white negatives, document the activities of the Texas Tourist
				Development Agency and its work to increase the state's share of the national
				tourist market. </p>
               <p>The exact dates of the items are not known. The items were
				received in labeled and unlabeled envelopes. About 30% of the negatives had
				been grouped into 41 numbered units. Within the numbered units, the images were
				each assigned a letter. Several units have titles but no number, and the rest
				of the material was not labeled in any way. The order of the labeled items has
				been maintained, and an attempt has been made to preserve the order of the
				unlabeled items as well, though their housing and high volume made this
				difficult. </p>
               <p>Images of tours held for American and international travel
				writers, editors, and agents appear in several places in this series, including
				in the <emph render="italic">Unassigned images</emph> unit. </p>

				the agency and sheds light on some of the associated creative process.
				Campaigns represented include: 1978 PSAs; Come Live the Legend (1981); 1984
				PSAs; 1985 PSAs; Have a Big Time in Texas (1986); and Another Big Time in Texas
				(1987). Subjects covered include the Texas Sesquicentennial.</p>
