Restrictions on Access
In accordance with Section 552.117 of the Texas Government Code,
Vocational Nurse Examiner Board members have signed waivers stating that their
personal information is to remain confidential. The law applies to current or
former officials or employees of a governmental body and excepts from
disclosure the employee's or official's home address, home telephone number,
social security number, and information that reveals whether the individual has
family members. Additionally, according to Section 51.251 of the Texas
Occupations Code, the social security numbers of licensees, such as registered
nurses, etc., are restricted. Finally, Section 552.130 of the Texas Government
Code provides that Texas driver's license numbers shall be restricted from the
public. The records listed below, therefore, will be reviewed and redacted on
demand by Archives staff before the public will be given access to the
files.

Agency History
The Texas State Board of Vocational Nurse Examiners, established in
1951 after the passage of the Vocational Nurse Act (House Bill 47, 52nd
Legislature, Regular Session), examines and issues licenses to vocational
nurses, establishes minimum educational standards for such nurses, issues
licenses by endorsement and examination, renews licenses, and approves
vocational nursing programs in hospitals and institutions. A nurse consultant
surveys programs biennially to ensure that curricula are educationally sound
and that appropriate clinical experiences are being provided to the students.
The board also consults with those individuals and institutions initiating new
programs for approval, examines qualifications of applicants seeking licensing
by examination and by endorsement, and distributes information regarding
vocational nurse education.
The policy-making body of the agency is a fifteen-member board,
appointed by the governor with the advice and consent of the senate for
overlapping six-year terms. Seven members must be licensed vocational nurses
who have been practicing in Texas for at least five years before appointment.
Three others must be health professionals with the following credentials: one,
a registered nurse actively teaching, administrating, or supervising in a
state-approved vocational nursing program; one, a licensed physician who has
practiced medicine in Texas for at least five years but is not a hospital
administrator; and one, a hospital administrator who has at least five years'
experience at a general hospital but who is neither a licensed nurse nor a
physician. Five members must represent the general public.

biographical sheets, and press releases ranging in date from 1951 to 1994.
These are files of board members of the Texas State Board of Vocational Nurse
Examiners. Records reflect the work of the board in the testing and licensing
of vocational nurses. Also in evidence are considerations behind board
appointments as well as the various arrangements necessary for board meetings.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.
Arrangement of the Records
Records do not appear to be in any particular order and remain in the
order received. The dates for the files in the 2001/111 accession reflect the
individual's term of service, the actual file contents generally date from only
the first year of that term.
