Agency HistoryJohn Culberson was born in Houston, Texas on August 24, 1956. He earned a BA in history from Southern Methodist University and a JD from South Texas College of Law. After college, he worked in his father's advertising agency. In 1986, at the age of 29, Culberson was elected to the Texas House of Representatives, where he represented part of Harris County from a Republican platform. During his tenure in the House he served on the Public Education, Science and Technology, Natural Resources, Judicial Affairs, Energy Resources, Urban Affairs, Civil Practices, Corrections (Vice-Chair in 1991), and Environmental Regulation committees. In his last session, the 76th Legislature (1999), Culberson was selected by his Republican colleagues as the House Republican Whip. Culberson was elected to the United States Congress on November 7, 2000. He was sworn in as District 7's third Congressman on January 3, 2001. He serves on the Steering, Budget, Education & Workforce, and Transportation and Infrastructure Committees. Return to the Table of Contents Scope and Contents of the RecordsRecords comprise correspondence, memoranda, bill analyses, bill copies, printed materials, newsletters, fiscal notes, publications, minutes, legal documents, and reports that document the activities and interests of Representative John Culberson in the Texas House of Representatives from 1987 to 1998 (bulk 1991-1998). Issues represented in the documents concern, among others, the Texas criminal justice system and compliance with the decision in Ruiz et al. vs. McCotter, et al., workers' compensation, tort reform, Sunset legislation, juvenile justice, the state lottery, insurance and uninsured motorists, residential disclosure for parolees, and security devices for rental dwellings. To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types. Return to the Table of Contents RestrictionsRestrictions on AccessBecause of the possibility that portions of these records fall under the Public Information Act exceptions including violations of the privacy of individuals, these records must be reviewed by an archivist before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (Texas Government Code, Chapter 552). The researcher may request an interview with an archivist or submit a request by mail, fax, or email including enough description and detail about the information requested to enable the archivist to accurately identify and locate the information requested. If our review reveals records covered by exceptions to the Public Information Act, we are obligated to seek an Open Records Opinion from the Attorney General before the files can be provided to the researcher. The Public Information Act allows the Archives ten business days after receiving the written request to make this determination.
