         <head>Agency History</head>
         <p>The Texas Legislature's House Committee to Investigate Charges of
		  Nepotism in State Government was created by an unnumbered simple resolution
		  introduced by Representative Cathey during the Regular Session of the 45th
		  Legislature in 1937. Cathey was concerned about reports of the numbers of
		  husbands and wives on the Texas state payroll, in violation of the existing
		  nepotism laws, particularly in light of the national low employment rate during
		  the Depression. He proposed a committee of five to investigate the charges of
		  nepotism law violations by bringing together and questioning the various heads
		  of state departments and agencies. The resolution passed on March 15, 1934,
		  though it had been amended to order the committee to report back to the
		  Legislature no later than May 1, 1934. On March 18 Representatives Cathey
		  (Chair), Boyer, Brown, Metcalf, and Worley were appointed to the committee.</p>
         <p>On April 7, Cathey introduced another unnumbered simple resolution
		  requesting additional authority for the committee to investigate a variety of
		  anonymous letters charging and re-affirming a host of other state employee
		  violations- from using official time and equipment for personal use, to salary
		  and hiring violations and political campaigning. The resolution passed with the
		  amendment that two additional members be appointed to the committee. The
		  additional members, Representatives Bradbury and Harris of Archer County, were
		  appointed on April 13. The committee submitted its report to the Legislature on
		  May 22, 1934. The report noted that the investigation of the secondary
		  violations had barely begun and stated that the investigation of the number of
		  husbands and wives on the state payroll was incomplete but that a great deal of
		  information had been gathered. This information was, according to the report,
		  soon to be released in a more detailed report. The detailed report promised by
		  the committee does not seem to have been presented to the Legislature.</p>

         <head>Scope and Contents of the Records</head>
         <p>The record consists of a two-page report, 1937, of the Texas
		  Legislature's House Committee to Investigate Charges of Nepotism in State
		  Government. The document may be the original submitted to the legislature on
		  May 22, 1934 and is the only documentation of the committee's work. The report
		  discusses the status of the committee's investigation of nepotism law
		  violations and briefly mentions the fact that it was also empowered to
		  investigate other charges. The document shows indications of original editing
		  and has been signed by Representatives Cathey, Bradbury, Worley, Brown, Boyer,
		  and Harris of Archer County.</p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>
