Letters of appointment,
1987-1990, 2 cubic ft. |
|
Records consist of copies of letters of appointment by Governor
William P. Clements, Jr. retained by the Administrative Services Division of
the Texas Governors Office. The letters are addressed to the Secretary of State
or the Texas Senate and notifies them of the governor's appointment of
individuals to positions on State of Texas boards, councils, commissions, task
forces, and other state governmental bodies. The appointments range from judges
and regents of universities to ship pilots and district attorneys. The letters
of appointment are brief, usually giving just the name of the appointee, the
position, and the length of the term of appointment. Along with a letter, there
is a separate vita sheet for each nominee listing biographical information. All
of the letters are electrostatic copies. |

The governor has varied powers of appointment. The only
constitutional officer appointed by the governor is the Secretary of State. By
statute the governor is given power to appoint the Adjutant General, executive
directors of several agencies, and members of numerous state boards and
commissions. The legislature has also authorized the governor to appoint some
local officers, such as branch pilots and pilot boards at various ports, and
health officers when necessary to enforce quarantines proclaimed under
executive authority. With the advice and consent of two-thirds of the Senate,
the governor fills vacancies in state and district offices, except for those in
the legislature. The governor issues writs of election to fill vacancies in the
legislature, U.S. House of Representatives, and U.S. Senate. In the case of the
U. S. Senate, the governor has the power to name an appointee to serve until
the election. According to the Guide to Texas State
Agencies, 6th Edition, in a four year period, the governor may make
around 4,000 appointments. |

The letters are divided into chronological groupings and are in
alphabetical order within each grouping. There is an appointments index in Box
1991/063-1 that lists some of the appointees for 1987 in alphabetical order,
the board appointed to, and their state representative. |

|
Records consist of correspondence of government agencies and
officials with Governor William P. Clements, Jr. or his staff during his second
administration. Materials range in date from 1987 to 1990. The correspondence
contains original incoming correspondence addressed to Governor Clements,
copies of outgoing replies, staff correspondence, and internal memos. Most of
this correspondence is with government agencies and officials on the state and
federal levels. There is also a small amount of correspondence with ambassadors
and foreign dignitaries. |

The correspondence reflects on the governor's activities as the
chief executive of state government. Much of the correspondence seeks the
governor's reaction to the effects of current or proposed legislation on both
the state and federal levels. Another area of widespread concern to the
agencies is the level of their funding and budget appropriations.
Correspondence also concerns a large number of special interest topics
including pollution, disaster aid, community development block grants,
restoration of the Capitol, prison overcrowding, and school finance reform. |

Correspondence on administrative issues includes discussion of
appointments to boards and commissions, designations of special task forces,
energy and management audits of state agencies, grant applications and awards,
budget appropriations, and special agency reports. There is a larger than
normal amount of correspondence with the newly created Texas Department of
Commerce. |
|
Arrangement |
|
The correspondence is divided into three groups -
international/national, state agency, and federal agency. There is a separate
file for every Texas state agency and for many federal agencies. The state and
federal correspondence are each arranged alphabetically by agency name. Some of
this correspondence is duplicated in the Texas Office of the Governor, Office
of Budget and Planning records, where it is filed chronologically. |
