The Texas Mental Health Mental Retardation (TXMHMR) Facility Review
Task Force was created as part of House Bill 7, 72nd Legislature, 1st Called
Session, in 1991. The Task Force was created to “study Texas Department
of Mental Health and Mental Retardation facilities for the purpose of making
recommendations to the governor regarding whether there should be closure or
consolidation of any state facilities.” The Task Force was to assess the
status of each facility against a set of legislatively mandated criteria in
order to determine which facilities to recommend for closure or consolidation.
Recommendations were to be based on the Task Force's assessment of the need for
the facility, the ability of a particular facility to be modified for an
alternative use, and the economic impact on the community. The Task Force was
composed of five members from the general public, appointed by the governor.
The Task Force was to issue a report to the governor regarding state schools
and community facilities and programs no later than March 31, 1992, and state
hospitals and state centers no later than December 1, 1992.
On March 31, 1992, the Task Force recommended to the governor that the
Travis State School in Austin and the Fort Worth State School be closed. No
state hospitals, centers, or other facilities were recommended for closure but
the Task Force did prepare detailed recommendations for improvements.

Types of records include correspondence, meeting transcripts, copies
of legislative bills, reports, computer floppy discs, contracts, audio cassette
tapes, videotapes, and newspaper clippings. Records include executive
administration files, files on state mental facilities, research files and
reports of the Task Force, and media clippings of the Texas Governor's Office's
Texas Mental Health and Mental Retardation Task Force from 1966, and 1984 to
1993.
Executive administration records include transcripts of meetings,
correspondence of task force members, and the settlement agreement of
Leszl v. Kavanagh, a class action lawsuit that had
prompted reforms in the treatment of residents in state mental facilities and
whose settlement depended upon the recommendations of the Task Force.
Correspondents with the Task Force and its staff include Texas Governor Ann
Richards, U.S. Congressmen, state legislators, the Texas Department of Mental
Health and Mental Retardation, the Texas Planning Council for Developmental
Disabilities, family members of residents and patients of state mental
facilities, and advocates for the mentally retarded. Subjects include proposed
legislation, grant requests, assessments of facilities, recommendations for
improvements, and the closure of state schools. In the executive administration
records there is correspondence from the public both in favor of and against
the decision to close the two state schools.
The three types of state mental facilities examined by the Task Force
were state schools, state hospitals, and state centers. Records on facilities
are divided by these three types and include meeting files, correspondence, and
research files. The meeting files consist of briefing books, transcripts, and
audio cassette tapes. Correspondence is generally from citizens and
organizations in support of keeping a facility open within their community.
Citizens of Mexia and San Angelo made especially strong lobbying efforts to the
Task Force to keep their schools open. Research files include reports, subject
files and media clippings.
