Agency History

In 1967, the 60th Legislature, through House Bill 276, created legislation designating the Governor as the Chief Planning Officer of the state of Texas. The Division of Planning Coordination was created and charged with assisting the Governor in his planning activities and coordinating a comprehensive state planning and policy development process. The Division provided planning and technical assistance to state agencies, regional councils of government, and local governments. Responsibilities include or have included providing staff support to the Governor, and interagency councils and task forces created by the Governor, coordinating activities of planning councils, reviewing and commenting on grant applications for federal funds and state plans requiring federal assistance, coordinating and serving as a liaison for metropolitan and regional councils of government and state agencies, providing financial and technical assistance to regional councils, administering the State Planning Assistance Grant Program, and providing legislative and policy support.

In 1976, the Division was consolidated with the Governor's Budget Office and renamed the Governor's Budget and Planning Office. In addition to its planning duties, budget responsibilities by this Office include assisting in the preparation of budget recommendations to the legislature, issuing budget instructions to state agencies, conducting joint hearings with the Legislative Budget Board staff, informing the Governor of the fiscal outlook, and assisting in the analysis of agencies requests for emergency funds. The Budget and Planning programs are each administered by their own director.

The Budget and Planning Office, through its state and regional planning assistance programs, coordinates several federal grant programs on state and regional levels. Several state agencies, through interdepartmental contracts, carry out various aspects of some of these programs. Federal grants are issued to the state or regional planning associations -- usually regional coucis of government. The Budget and Planning Office has oversight responsibility for these councils. Regional councils of government are associations of local governments, organized and governed by elected local officials. They serve as multipurpose planning agencies for multicounty state planning regions. The councils are the focal point for various state and federal planning and development programs. They provide technical assistance, service, or training to member governments. They also review and comment on local government applications to federal grant programs, to determine if the proposed project is consistent with regional plans or policies. A major portion of their funds are federal, with state and local governments providing the rest.

Scope and Contents

These records consist of files of the Texas Governor's Office of Budget and Planning, 1918, 1953-1982 (bulk 1970-1982), including correspondence (of the Governor and of the Budget and Planning Office staff); subject files (which contain narrative and statistical reports, charts, correspondence and memoranda, copies of legislation, brochures and other promotional literature, newsletters, questionnaires, statements of position, agenda, minutes, workshop guides, membership lists, etc.); agency files (including agenda and minutes of meetings, annual reports, annual financial reports, annual statistical reports, audit reports, performance report and fund transfers, budget estimates/requests, operating budgets, financial statements, etc.); Statewide Cost Allocation Plans; National Governor's Association/National Association of State Budget Officers files; and Equal Economic Opportunity Reports.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

Governor's correspondence, 1977-1980,

These records consist of copies of the correspondence of the Governor of Texas (mainly William P. Clements, Jr.) from 1979 to 1980. Copies of the outgoing letters which were prepared for the Governor's signature are attached to copies of the incoming correspondence to which they were replies. Correspondents include both public officials (federal, state, and local) and private citizens and organizations, who were writing to the Governor concerning a broad range of public issues.

Budget and planning office correspondence, 1963-1981,

These records consist of several different groups of correspondence involving the staff of the Texas Governor's Budget and Planning Office, 1963-1981. In addition to copies of the outgoing letters and memoranda, copies of incoming letters and memoranda are sometimes attached. The first group, labelled “Director signed letters,” contains letters signed by Paul T. Wrotenbery (Director of the Budget and Planning Office), January 1979-January 1980. A second group of folders contains incoming and outgoing letters between the Office of Budget and Planning and the U.S. Department of Labor's Employment and Training Administration, 1974-1979. A third group of letters, 1977-1981, originated from various staff members of the Governor's Office of Budget and Planning, including the Director, the Assistant Director, and the Manager of the Human Services Section (Janet S. Barkley-Booher). The fourth group, called “A-95 review letters,” from Ms. Barkley-Booher or from Manpower Coordinator Howard M. Richie, acknowledge the review of grant applications, enclose review comments, and notify the applicants of the status of their review (January 1978-January 1981). Three files contain miscellaneous memoranda, 1963-1975. The final group, “Name file correspondence,” 1970-1979, is a set of incoming and outgoing correspondence, mainly from Director Charles D. Travis.

“Director signed letters” are arranged in reverse chronological order; letters are arranged by staff position and reverse chronological order; “Name file correspondence” is arranged alphabetically by name of the outside correspondent.

These records include the bound copies of the Texas Consolidated Statewide Cost Allocation Plans, related correspondence, negotiation agreements with state agencies, work papers, data request forms from each of the supporting agencies, etc. from 1970 to 1982 held by the Texas Governor's Office of Budget and Planning.
Under authorization of Federal Management (Office of Management and Budget [OMB]) Circular 74-4, state agencies and institutions participating in federal grants may include in their indirect cost rate the amounts identified in the Consolidated Statewide Cost Allocation Plan which has been certified by an appropriate negotiation agreement. This amount represents the cost of services rendered to the agency by supportive state agencies. The bases for these allocations include one or more of the following: square feet of building space occupied, number of purchase requisitions or warrants processed, number of attorney general opinions issued, number of audit hours logged, number of requests processed or records stored, etc.
