         <head>Agency History</head>
         <p>The Office of Information Services was established in the Governor's
		  Office by the 62nd Legislature, Regular Session, by House Bill 1067 in 1971 to
		  coordinate and develop a master plan for utilizing electronic data processing
		  and telecommunications in Texas state government and to maintain a model of the
		  Texas economy. The Health and Human Resources Division was a part of the Office
		  of Information Services and worked with state agencies on health information
		  systems planning, development, and service.</p>

         <head>Scope and Contents </head>
         <p>Records include survey forms, correspondence, organization charts,
		  meeting reports and computer consulting contracts of the Texas Governor's
		  Office of Information Services, Health and Human Resources Division, from 1970
		  to 1975. Records are divided into survey files and correspondence/subject
		  files.</p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>

         <p>These records were transferred to the Archives and Information
			 Services Division of the Texas State Library and Archives Commission by the
			 Texas Department of Health, via the Records Management Division of the State
			 Library, on December 6, 1988.</p>
         <p>In a reorganization of health-related state agencies, effective July
			 1, 1975 the Health and Human Resources Division became a part of the Texas
			 Department of Health, Bureau of Health Planning and Resource Development,
			 Division of Health Planning. When the Department of Health transferred some of
			 their records to the State Library, these records that originated in the
			 Governor's office were part of that transfer. </p>

               <p>Records include correspondence and survey forms from individual
				state agencies that document a survey done by the Health and Human Resources
				Division, Office of Information Services, Governor's Office, dating 1970-1975.
				These surveys collected data on Texas state agencies as part of the Division's
				efforts to improve and systematize health data in Texas. The surveys were
				interested in the agencies' legislative mandates, functions, organization,
				explanations of programs, and their information needs and resources.</p>
               <p>Records from human service-oriented state agencies, such as
				Department of Health, Mental Health/Mental Retardation and Department of Public
				Welfare, contain additional information, including miscellaneous reports,
				organization charts, and consulting contracts on information systems between
				the agencies and the Office of Information Services. </p>

               <p>Records consist of correspondence and subject files from the
				Health and Human Resources Division of the Office of Information Services,
				Governor's Office, dating 1971-1975. Their concern is for the improvement of
				data gathering for health-related statistics and the building of state and
				federal data bases in health fields.</p>
               <p>The federal agency files discuss several state and federal grant
				projects; a national health data system; and implementation of components of
				the National Health Planning and Resources Development Act of 1974 (PL 63-641).
				The meeting files contain correspondence, meeting agendas, reports and travel
				records from various seminars and conferences attended by Office of Information
				Service personnel. The miscellaneous files contain correspondence, reports and
				contracts the Office of Information Services had with state agencies for data
				services.</p>
