Agency HistoryThe Texas Recycling Market Development Board was created in 1993 (Senate Bill 1051, 73rd Texas Legislature, Regular Session), to provide support and coordination for the recycling activities of the Texas General Land Office, the Texas Water Commission, the Texas General Services Commission, and the Texas Department of Commerce. It has the following responsibilities:
The Texas Recycling Market Development Board was composed (through March 2003) of five ex-officio members, who rotated turns as presiding officer of the board: the commissioner of the Texas General Land Office, the chair of the Texas Commission on Environmental Quality (originally, the Texas Water Commission, then the Texas Natural Resource Conservation Commission), the executive director of the Texas Building and Procurement Commission (originally the Texas General Services Commission), the executive director of the Texas Department of Economic Development (originally the Texas Department of Commerce), and the executive director of the Texas Department of Transportation (added in 1995). The Texas General Land Office provided research and assistance to the board. As of August 2003, the board had been reduced to three members: the chair of the Texas Commission on Environmental Quality, the executive director of the Texas Building and Procurement Commission, and the executive director of the Texas Department of Transportation. Scope and Contents of the RecordsThese records consist of certified copies of minutes and agenda of meetings of the Texas Recycling Market Development Board, dating 1993-1998 and 2001. These minutes summarize the discussions and actions of the board in carrying out their specific functions. Examples of this business include the following: development of, and updates on, the strategic plan for recycling market development; staff presentations of recycling activities of the member agencies; consideration of proposed objectives of the board for each upcoming biennium; staff presentations on a joint database of member agencies; discussion of legislative issues; development of a waste management plan for state building contractors; reports on state agency purchases of recycled products; reports on "Buy Recycled" workshops, and on "Texas Recycles Day;" reports on various conferences; etc. Comments of board members, staff, and the general public are all summarized. To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
