Biographical Sketch

Temple Dickson was born October 29, 1934. He obtained his BA and JD from the University of Texas at Austin and went to work as a rancher and lawyer. From 1965 to 1971 Dickson served in the Texas House of Representatives and from 1989 to 1992 he served in the Texas Senate as a Democrat from Sweetwater, representing the 24th District. While in the Senate Dickson served on the following committees: Jurisprudence, Criminal Justice, Administration, Nominations, Committee of the Whole on Resdistricting, State Affairs - Subcommittee on Elections and Ethics, and Economic Development (Chair).


Scope and Contents of the Records

Correspondence, legislative records, notes, photocopies, reports, publications, memoranda, proposals, printed materials, clippings, and legal documents dating 1984-1991 (bulk 1989-1991) document the activities of Texas State Senator Temple Dickson. Correspondence and memoranda passed between Dickson and his staff, constituents, other members of the Texas Legislature, and various federal, state, and local employees and officials. Numerous files are titled by legislative bill number and contain records, such as bills, bill analyses, correspondence, and fiscal notes, pertaining to the legislation discussed during the multiple sessions of the 71st and 72nd Legislatures, 1989 and 1991. Some of these files contain only correspondence, some contain no correspondence, and some do not identify the specific session in which the bill was introduced. A number of files appear to contain research materials and some seem to be records of Dickson's work on Senate Committees. One wallet file contains legal records regarding a case in which Dickson, as a private citizen, represented the plaintiff. Major subjects discussed in Dickson's records include workers' compensation, the Texas Department of Information Resources, deceptive trade practices, and a host of issues of local concern, particularly the possible establishment of private prisons and/or correctional facilities within the district, water development, wastewater, health care and hospital districts, education and education financing, and agriculture and agricultural economic development.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.


 

Arrangement of the Records

The records remain in the physical order in which they arrived. Some records have been grouped in the listing below to improve ease of access. The researcher should note that in order to protect the privacy of individual citizen correspondents, file titles containing the name of a constituent have been replaced with the term [Constituent correspondent].

Restrictions

Restrictions on Access

Because of the possibility that portions of these records fall under the Public Information Act exceptions including violations of the privacy of individuals, these records must be reviewed by an archivist before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (Texas Government Code, Chapter 552). The researcher may request an interview with an archivist or submit a request by mail, fax, or email including enough description and detail about the information requested to enable the archivist to accurately identify and locate the information requested. If our review reveals records covered by exceptions to the Public Information Act, we are obligated to seek an Open Records Opinion from the Attorney General before the files can be provided to the researcher. The Public Information Act allows the Archives ten business days after receiving the written request to make this determination.

Where necessary, records will be redacted or restricted to comply with the Public Information Act and the Attorney General's decision.
