Agency History

The Texas Higher Education Coordinating Board's (THECB) mission is to work with the legislature, governor, governing boards, higher education institutions and other entities to help Texas meet the goals of the state's higher education plan and thereby provide the people of Texas with the widest access to higher education of the highest quality in the most efficient manner. The THECB can trace its beginnings to the temporary Texas Commission on Higher Education (Senate Bill 341, 53rd Texas Legislature, Regular Session), created in 1953. The commission was comprised of 31 members appointed by the governor to serve until July 1, 1955. In addition to the Commissioner of Education, members were appointed from the Texas Senate, the Texas House of Representatives, the State Board of Education, the governing boards of state institutions of higher education and the Texas citizenry. The permanent Texas Commission on Higher Education was created in 1955 by Senate Bill 145, 54th Legislature, Regular Session. The latter had limited statutory authority to develop formulas for funding public colleges and universities, to approve campus planning requests, to oversee the higher education program process and to review requests for establishing new wholly state-funded institutions. The permanent commission consisted of 15 members appointed by the governor for six-year terms. Additionally, the governor took geographic regions into account when appointing new members to the commission. The commission met quarterly in Austin with other special meetings called at the discretion of the chair.

The Texas Commission on Higher Education was abolished in September 1965 with the creation of the Texas College and University System Coordinating Board (House Bill 1, 59th Legislature, Regular Session). The overarching goal of the new agency was to "provide leadership and coordination for the Texas higher education system to achieve excellence for the college education of Texas students." The agency name was changed to the Texas Higher Education Coordinating Board effective June 20, 1987 by House Bill 2181, 70th Legislature, Regular Session. Headed by the Commissioner on Higher Education, the coordinating board meets quarterly in Austin and is made up of nine members appointed by the governor for six-year terms. The governor also appoints the chairman and vice-chairman. No board member may be employed in education or serve on a community college board of trustees. Board members serve on the standing committees and advisory committees, which provide guidance to the board on various topics.

Also in 1987, the THECB was given rule-making authority (House Bill 10, 70th Legislature, 2nd Called Session) to define faculty eligibility for the Optional Retirement Plan, an alternative to the Teacher Retirement System, and to encourage retirement benefit consistency for higher education faculty. This authority had been previously vested with each higher education institution's governing board. The Administrative Council defined and clarified issues regarding retirement benefits for full-time employees of a higher education institution. The THECB staff provided administrative support to the council and the council met at the call of its chair. The council was dissolved in 1991 (House Bill 2, 72nd Legislature, Regular Session) and its duties were absorbed by the coordinating board as a whole.

The THECB is also a member of the Texas Workforce Development System. The agency works with other agencies in the system, especially the Texas Education Agency and the Texas Workforce Commission, to ensure Texas has a well-educated and highly-skilled workforce to meet Texas' current and future economic needs.

Scope and Contents of the Records

Records consist of agenda, minutes and agenda attachments (including reports, presentations, correspondence, budgets, recommendations, agenda analyses and background information) of the board and its Administrative Council, and date 1953-1954 and 1957-2012. Indexes are available from the 1965 to 1983 and span from September to August of a given fiscal year. Hard-bound volumes of agenda, minutes and agenda attachments are present from 1958 to 1984. Agenda inform the public as to what will be discussed and/or decided at each coordinating board meeting. Minutes document in a thorough but summary fashion the official actions of the commission in its meetings. Issues covered include proposed degree and curriculum changes, school accreditation, campus planning and land acquisition projects, school mergers, student residency status, higher education affordability, student financial aid sources, workforce skill needs, strategies to improve diversity enrollment and success, standardized testing, technology's role in education, and faculty benefits.

Coordinating Board agenda and minutes, 1954-1955, 1957-2012, highlight the discussions and actions taken by the THECB, the temporary and permanent Texas Commission on Higher Education, and the Texas College and University System Coordinating Board, during its regular and special board meetings. Restrictions on Access

Materials do not circulate, but may be used in the State Archives search room. Materials will be retrieved from and returned to storage areas by staff members.

The records may be requested for research under the provisions of the Public Information Act (Texas Government Code, Chapter 552).

The Public Information Act allows the Archives ten working days after receiving a request to make this determination. The Attorney General has 45 working days to render a decision. Alternately, the Archives can inform you of the nature of the potentially excepted information and if you agree, that information can be redacted or removed and you can access the remainder of the records.

The THECB works with the legislature, governor, governing boards, higher education institutions and other entities to help Texas meet the goals of the state's higher education plan and thereby provide the people of Texas with the widest access to higher education of the highest quality in the most efficient manner. Coordinating Board agenda and minutes highlight the discussions and actions taken by the THECB, and its predecessor agencies, during its regular and special board meetings. Records consist of agenda, minutes, and agenda attachments (including reports, presentations, correspondence, budgets, recommendations, agenda analyses and background information). Records date 1953-1954 and 1957-2012. Topics discussed include proposed degree and curriculum changes, school accreditation, campus planning and land acquisition projects, school mergers, student residency status, higher education affordability, student financial aid sources, workforce skill needs, strategies to improve diversity enrollment and success, standardized testing, technology's role in education, and faculty benefits. Some records from these special board meetings are filed with the regular minutes while others, namely the Commitee on Senior College and University Formulas and the Non-faculty Personnel Advisory Committee, have been segregated and are listed at the end of this series. Indexes are available from the 1965 to 1983 and span from September to August of a given fiscal year. Hard-bound volumes of agenda, minutes and agenda attachments are present from 1958 to 1984. Researchers should note that minutes for a specific meeting may be filed with the corresponding agenda for a specific date or with the agenda for the following meeting.
